This position performs highly complex and responsible tax assessment, data management and reporting, policy analysis and compliance, budget and financial analysis, and other technical analysis, competently and in a manner that is independent, impartial, and objective. The duties include supervision, training and coaching of staff, the analysis and management of assessment data, the preparation and completion of regulatory processes, completing statutory reporting requirements, and providing technical training of staff on procedural matters, among other tasks. All work is to be performed competently, free from error, and in a manner that is independent, impartial, and objective.
Generally, the hiring range is $90,204-$112,755 annually.

ESSENTIAL DUTIES AND RESPONSIBILITIES: (The following examples are illustrative only and are not intended to be all inclusive.)
Supervises staff that share responsibility responsible for the duties below.
Develops and generates quality control reports for use in quality assurance activities.
Partners with software providers, other Assessor teams, and IT Department to ensure the integrity of Assessor data.
Facilitates and ensures the calculation of tax increments for Downtown Development (DDA) and Urban Renewal Authorities (URAs) within the County. Works with the leadership and data teams to ensure accuracy in all data entry and reporting related to URAs and the parcels within them.
Facilitates and ensures the processing of the annual Abstract, Abstract Brochure, and Certification reporting requirements, including data entry and quality control, reviewing reports, and responding to changes in law, policy or procedure.
Guides the annual preparation of the Notices of Value, Notices of Determination and Personal Property Declaration forms. Establishes schedules, communicates with the consortium, print and mail vendor, technical team and Assessor leadership. Ensures published documents are compliant with Colorado law and the Assessor’s Reference Library.
Receives State Assessed Notice of Value. Works with Assessment Supervisor in reviewing notice and determining when appealing is appropriate. Serves as point of contact with SA companies and will act as a liaison with the Division of Property Taxation (DPT).
Assists with allocation of value to taxing authorities, works with GIS Technicians on allocation to new tax authorities, data input, balancing and quality control. Processes Taxroll Corrections associated with State Assessed property.
Processes valuation and classification prorations as needed, with emphasis on complicated assignments. Serves as the principal quality control for office generated prorations; discovers and corrects proration errors and trains staff in appropriate proration completion.
Processes Senior and Disabled Veteran property tax exemption applications. Enters information into Computer Assisted Mass Appraisal (CAMA) software for qualified applicants and maintains appropriate property record data. Responsible for quality assurance of data entry including monitoring sales of properties with exemptions. Ensures data provided to the State is accurate and complete.
Generates, processes, delivers, and tracks Special Notices of Value and Taxroll Corrections that result from prorations and other assessment activities. Reviews this work when performed by other staff.
Maintains Assessor’s Office budget and expenses by updating a monthly ledger and ensures appropriate documentation and compliance. Works with Finance Department to reconcile local ledger with system fund balances for the Assessor budget.
Assists the Assessor leadership in preparing the annual budget and subsequent presentations. Responds to Assessor leadership request to the appropriate budget, or to prepare and request supplemental.
Maintains Assessor’s Office Petty Cash Fund. Works with the Finance Department with audits and reconciling. Maintains the appropriate funds by entering expenses into financial systems and requesting reimbursement.
Assists the Assessor and Deputy Assessor with the ongoing Treasury functions for the Colorado Assessor’s Association, including managing deposits, distributions, budgets, and other accounting functions.
Utilizes various online services, software packages, electronic and hard copy maps, plats, and other resources to research and communicate appropriate information to the public and staff. When needed is available to train new staff at the Public Assistance Counter. Troubleshoots issues that arise provides direction to public. Work with title companies resolving ownership issues.Performs quality assurance on data for new subdivisions, parcel splits and combinations. Reviews plats, account creation from GIS Technicians, and transfers of ownership on newly created accounts.
Consistently evaluates property data and actively searches for inconsistencies and other data errors.
Participates with training new staff. Provides one-on-one exposure for staff, and other departments on Assessor office processes and procedures.
Responsible for final quality control and processing of Tax Roll Corrections and managing associated data and processes.
Assists the Assessor and Senior Systems Analyst in the compliant preparation and completion of the annual Tax Warrant process.
Provides training to Assessor’s Office employees regarding property tax policy, internal procedures, and updated processes.
Research policy and analyzes processes to respond to changes, or to comply with State statute, DPT guidelines, or proposed legislation or regulations.
Ensures all major reports and mailings in the assessment reporting cycle follow State statues and DPT guidelines.
Responsible for interacting with and reporting to the Assessment Auditor, completing related data analysis, required and requested reporting, and other related support duties as needed.
May participate in creation, execution and enforcement of new policies and procedures to comply with statutory mandates.
Maintains confidentiality of information; prepares and submits to Human Resources paperwork relative to personnel action.
Performs other duties as assigned.
MINIMUM QUALIFICATIONS:
EDUCATION and/or EXPERIENCE:
A Bachelor’s degree from an accredited university in a field related to real estate or technology, such as business, finance, statistics, computer science, engineering, or mathematics. Four years of direct experience in the subject matter may substitute for the education requirement.
Six or more years of experience in related fields with specific with emphasis in areas of property or tax data management.
A combination of education and experience may be considered.
CERTIFICATIONS, LICENSES, & REGISTRATIONS:
Must possess a valid Colorado Driver’s License upon hire, with complying insurance. Review of motor vehicle record is required at time of hire and periodically throughout employment.
A State of Colorado Appraisal License is required within two years of the date of hire, and the ability to meet continuing education requirements set by the State of Colorado.
