Role Overview:
Harkcon is seeking a Lead Evaluator to serve as Key Personnel on a U.S. Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE) contract. The Lead Evaluator will provide methodological leadership for a large-scale outcome evaluation of DOE-funded research and testing facilities. 


We anticipate this position being 10 hours / week for 16 months beginning in October 2025 with a possible 6 additional months following.

Responsibilities: 

  • Lead design and execution of outcome evaluation methodologies.
  • Oversee data structuring, statistical modeling, and causal inference approaches.
  • Develop and guide survey sample planning.
  • Review and synthesize third-party, DOE, and laboratory data sources.
  • Provide methodological input for evaluation plans, analysis memos, and draft/final reports.
  • Ensure all evaluation methods are evidence-based, objective, and defensible.

Qualifications: 

  • At least 8 years of experience managing or supporting program evaluations.
  • Demonstrated experience in outcome evaluation, data structuring, and survey methodology.
  • Strong record of published evaluation or analytic work.
  • Master’s degree or higher in statistics, social science, public policy, or related field.

Location: Remote with occasional travel to DOE and partner sites


Clearance: Public Trust (DOE may require suitability screening)
