Digital Consultants seeks a Fully Qualified Navy Validator IV to perform independent cybersecurity validation of Navy RMF accreditation packages. This key role ensures compliance with DoD/Navy cybersecurity policies, conducts validation testing, and provides authoritative recommendations for Authorization to Operate (ATO) decisions in support of NSWCPD Department 50.
Duties to include:
- Conduct independent RMF package validation and compliance assessments.
- Review, validate, and document security controls against NIST 800-53 and Navy SCA business rules.
- Support AO/A&A package preparation, validation testing, and remediation reporting.
- Act as trusted third-party advisor to the Security Control Assessor (SCA).
- Provide validation documentation, SAPs, SARs, and compliance reports in accordance with CDRLs (e.g., A007, A012).
Requirements
- Clearance: SECRET, US Citizen only
- Education: Bachelor's Degree in Computer Science
- Experience: 10 years in validation, RMF package development, or CSWF-related work.
- Certifications: Navy Fully Qualified Validator Certificate (required at award); plus one of CAP, CASP+ CE, CISM, CISSP, GSLC, CCISO, or HCISPP
- Expert-level knowledge of RMF process, eMASS, ACAS, and Navy cybersecurity policies.
- Strong analytical and documentation skills.
- Ability to assess vulnerabilities and recommend mitigation strategies.
- Physical Requirements: The candidate must, with or without reasonable accommodation, be able to sit, stand, use computers and monitors, and perform duties in an office environment for extended periods. The candidate must be able to lift up to 40 lbs. on occasion (e.g., moving a case of paper or similar task) that may occur occasionally.
