Position Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES Other duties to provide direct or indirect service to the citizens may be assigned.

• Plans, organizes and administers all aspects of information technology needed to support the City government and citizens, from inception, through planning, to delivery.
• Coordinates all information activities within the City to insure compatibility and consistency with the City-wide Information Technology Master Plan.
• Prepares, promulgates and seeks compliance for policies and standards for the City in the area of information systems.
• Manages City-wide investment in information technology assets.
• Conducts research for, provides technical advice to, and responds to requests for information from City Council, the City Manager, and senior management.
• Coordinates the establishment of City-wide information technology architecture, policies and standards.
• Studies, evaluates, plans and implements new research programs and techniques.
• Coordinates information technology training.
• Provides consulting support for business process redesign activities, computer system development, network management, etc.
• Prepares and administers the Information Technology budget.
Ensures the security of IT systems and ensures operations adhere to applicable laws, regulations and policies.

ADDITIONAL DUTIES AND RESPONSIBILITIES include the following:
• Serves as a member of the City Manager's Leadership Team
• Other duties to provide direct or indirect service to the citizens may be assigned.
• When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.

SUPERVISORY RESPONSIBILITIES
Responsible for the overall direction, coordination, and evaluation of the Information Technology Department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Minimum Qualifications

QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION AND EXPERIENCE
Bachelor’s degree (Master’s preferred) in Computer Science, Information Systems, Programming, or a related field from an accredited college or university and 10 years of progressive, responsible, and formal leadership experience within an Information Technology setting, or an equivalent combination of education and experience. Experience as a Chief Information Officer and/or experience in local government is preferred.

Preferred Qualifications: CISSP certification, experience leading a migration from corporate legacy systems to cloud solutions where appropriate and possible.

Other Qualifications

• Possession of valid driver's license issued by the Commonwealth of Virginia and acceptable driving record according to City criteria. View Driving Criteria here.
• Full background investigation (including polygraph) must be completed satisfactorily .  
• Residency within the City of Lynchburg limits preferred.
Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment.  May also be required to complete higher levels of NIMS training as determined appropriate for the position.
