JOB SUMMARY:

 

The Director of Court Information Systems oversees the secure administration of IT programs, products, and operations of the Northeastern Judicial Circuit and related court agencies. The position reports to the Court Administrator, coordinates closely with the chief technology officers of Hall and Dawson counties, and is responsible for overseeing the day-to-day operation of the CIS Office and implementing a technology strategy that improves operational efficiency for approximately 400 users. 

 

 

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

Maintaining and controlling hardware and software functions related to all court agencies and departments, including the courts, District Attorney, Public Defender, Solicitor General, Treatment Services, PreTrial Services, Probation Services, Family Law Information Center, Law Library, and Court Services;

Providing technical support for approximately 400 employees in the court system, equipping them to perform their jobs more efficiently through the use of technology, and fostering a system-wide culture of customer service;

Establishing and maintaining effective communication with a variety of court and county personnel, including judges, prosecutors, public defenders, and department heads;

Establishing and maintaining effective communication with external entities and vendors, including but not limited to the Georgia Clerks Authority, the Georgia Crime Information Center, the Department of Driver Services, the Administrative Office of the Courts, local and state law enforcement;

Recommending and implementing a courtroom technology strategy for all classes of court that provides first-rate audio/visual services, including evidence presentation systems, court reporter recording, remote video capability, hearing impaired services, digital takedown, and livestreaming;

Implementing technology policies and procedures established by the judges and county officials, offering recommendations for improving access and efficiency;

Hiring and supervising staff; planning, training, and ensuring compliance with applicable laws and court orders; disciplining department personnel and documentation of the same;

Developing and administering an annual operating budget of approximately $700k and a capital budget of $300k;

Reviewing, approving, and preparing requirements for hardware, software and computer supply purchases, assisting in the development of bid specification requests for proposals;

Serving as a visionary and driving innovation to enhance operational and organizational effectiveness within a prescribed budget;

Providing technical or conceptual advice on systems analysis, systems and applications programming and hardware operations;

Providing and coordinating technical support services in operating systems to maximize computer performance and processing speed and time in service;

Monitoring installation plans and integration of new systems, including contacting hardware/software vendors and technical representatives;

Managing the implementation of enterprise applications that are procured by the counties and/or the courts;

Overseeing the installation of software products and ensuring file security;

Performing hardware maintenance and troubleshooting;

Training users in the judiciary’s various technology solutions;

Conducting regular staff meetings to ensure clear understanding of office priorities and facilitating communication among staff;

Ensuring the fiscal and operational integrity of the department’s activities;

Giving direction to and assessing the performance of current employees;

Preparing and presenting an annual report for consideration by the Superior Court judges;

Ensuring staff performance and behavior is consistent with and upholds the highest level of professionalism, in keeping with department and county standards;

Attending regular Court Administration meetings;

Regular and predictable attendance is required;

Performing other related duties as assigned.

 

MINIMUM QUALIFICATIONS REQUIRED: 

Education and Experience:

Bachelor’s Degree from an accredited college or university, with major course work in management information systems, information technology, cybersecurity, computer science or a closely related field; 

Advanced degree preferred in management information systems, information technology, cybersecurity, computer science or a closely related field; 

Prior management experience required, in a multiplatform information systems environment which included planning, organizing, directing, supervising and coordinating the work of one or more systems projects and management of staff;

Ten (10) years of experience in the field or any equivalent combination of education, training, and experience which provide the requisite knowledge, skills, and abilities for this job;

Previous experience preferred with Microsoft enterprise solutions, including Office 365, VMware, VxRail infrastructure, server environments, VOIP, and cloud computing;

Previous work experience preferred with the Georgia judiciary.

 

Licenses and Certifications

Valid Georgia Driver’s License

Ability to exercise judgment, decisiveness and creativity in situations involving broader aspects of organizational programs and operations, moderately unstable situations or the direction, control and planning of an entire program or set of programs;

Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of weight (minimal 50 pounds); Tasks may involve extended periods of time at a keyboard or work station;

Knowledge of applicable laws, rules, and regulations;

Knowledge of computers and applicable software applications;

Knowledge of supervisory principles;

Knowledge of managerial principles;

Knowledge of court and government policy-making processes and the interrelationship among court and government decision-makers;

Ability to establish and maintain effective working relationships with a wide variety of court, government, and private vendor staff and associates specifically including but not limited to numerous law enforcement agencies and personnel, District Attorney’s Office, Public Defender’s Office, Treatment Services and Providers, and GPS providers;

Ability to select, develop, organize, motivate and effectively utilize staff;

Ability to work in an on-call capacity as needed.

Physical Ability: Essential functions of this position continuously require the ability to remain in a stationary position (sitting or standing); operate a computer and other office machinery, such as a calculator, copier, and printer. Incumbents must continuously be able to think analytically; handle stress and emotion, concentrate on tasks, remember names and other details; examine and observe details; make decisions, and adjust to change. Incumbents must also continuously direct others; meet deadlines; stay organized.

Essential Functions frequently require the ability to move about inside the office; and move/transport items of a minimum of 15lbs.

Incumbents in this position are occasionally required to be on-call and work irregular hours

Sensory Requirements:  Essential functions regularly require the ability to use effective verbal and written communication; and use of hand/eye coordination and fine manipulation to use equipment.
