Position Overview: 

We are seeking a highly skilled Senior Business Analyst with hands-on experience in supporting and analyzing systems related to biometric identification and criminal history lifecycle management. The successful candidate will possess a deep understanding of the Maryland Automated Fingerprint Identification System II (MAFIS II), the Cogent Mugshot System (CMS), and related biometric and criminal history processes. This role requires both technical acumen and strong communication skills to support systems that are critical to public safety and law enforcement operations. 

Key Responsibilities: 

• Serve as the lead business analyst for systems supporting automated fingerprint identification and facial recognition, including: 
  o MAFIS II o Cogent Mugshot System (CMS) o Transaction Controller (TC)
• Troubleshoot and analyze system logs from the Transaction Controller to identify and resolve operational issues. 
• Reproduce user-reported issues across biometric workflows, perform root cause analysis, propose solutions, and escalate issues to development teams when necessary. 
• Analyze and document processes related to the Maryland criminal history lifecycle, ensuring traceability and alignment with law enforcement and justice requirements.
• Prepare and maintain high-quality documentation, including:

o  Business Requirements Documents (BRDs) o  Functional and System Specifications o  Technical documentation and User Manuals

• Conduct As-Is and To-Be process analysis, Gap and Impact Assessments, and Risk and Cost-Benefit Analyses. 
• Facilitate requirements gathering using stakeholder interviews, workshops, and technical deep-dives; develop use cases, screen mockups, and traceability matrices. 
• Support integration with Web Services (SOAP, XML, HTTP, WSDL) and understand how biometric data flows across distributed systems.
• Collaborate with developers, QA, and project management teams throughout the SDLC using both Agile and Waterfall methodologies. 

Develop SQL queries to validate and investigate data integrity and support business reporting. 

Assist QA teams in developing Test Plans, Test Cases, and coordinating User Acceptance Testing (UAT) sessions. 

• Deliver technical presentations tailored to law enforcement, IT, and executive stakeholders.
• Support the Project Manager by ensuring timely deliverables and helping define project scope and business objectives.
• Facilitate cross-functional collaboration between law enforcement personnel, technical teams, and government stakeholders.

Required Qualifications: 

• 5+ years of experience as a Senior Business Analyst, ideally in a public safety, biometric, or law enforcement environment. 
• In-depth understanding of MAFIS II, Cogent Mugshot System, and Transaction Controller operations. 
• Extensive experience in business process documentation and systems analysis across complex technical environments. 
• Proficient in drawing UML diagrams (use case, state, sequence, activity, collaboration) using MS Visio and Axure RP. 
• Familiarity with SQL, ETL processes, database schema, and data warehouse concepts. 
• Strong knowledge of web/enterprise application analysis and mobile app modeling.
• Proven experience working in Agile and Waterfall SDLC environments.
• Excellent written and verbal communication skills with experience producing clear and concise technical documentation.
• Ability to adapt quickly to changing technologies and project demands.

Preferred Qualifications: 

• Prior experience working with state-level criminal justice or biometric identification systems.
• Familiarity with CJIS (Criminal Justice Information Services) security and compliance standards.
• Experience using tools such as Remedy, JIRA, or Azure DevOps for issue tracking and workflow management.
• Certifications in Business Analysis (e.g., CBAP, PMI-PBA) or related areas are a plus.
