APPLICATION PROCESS

DEFINITION
Under general direction, the Collaborative Courts Coordinator is responsible for coordinating the activities, policy and program support, and successful operation of the court’s collaborative courts. The Coordinator is responsible for working with judicial officers, court staff, and justice partners to ensure the successful operation of collaborative courts, including CARE Court, Mental Health Diversion (Penal Code § 1001.36), and IST Diversion (Welfare and Institutions Code § 4361), Prop 36 Treatment (Health and Safety Code § 11395) and traditional specialty court programs(Drug Court, Mental Health Court, Domestic Violence Court).

DISTINGUISHING CHARACTERISTICS
This is a single level classification responsible for administering specialty court programs which involves frequent and independent working relationships with judicial officers, justice partners, management, and the public.

Position Duties

The following duties are normal for this position.  The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.  Other duties may be required and assigned.

Plans, implements and coordinates the administration of collaborative courts and programs; monitors program activities to ensure satisfactory and timely progress.
Participates in the development and documentation of standards, policies and procedures related to the collaborative courts and programs; develops, communicates and implements recommended improvements when necessary.
Plans and conducts program outreach; develops outreach information and educational materials, including brochures, information packets, flyers, and other documents; plans and conducts or assists in conducting outreach programs and events, such as presentations.
Prepares periodic data reports on collaborative courts and programs.
Assists in researching grant opportunities; completes grant applications and proposals; monitors grants to ensure compliance.
Works closely with judicial officers, court and other public officials, representatives of county departments, community groups and agencies to gather input on client service needs.
Facilitates team meetings and acts as the Court’s liaison with various service providers, justice partners, community agencies, and other related parties. 

ADDITIONAL FUNCTIONS

Provides assistance to other employees or departments as needed.
Performs other related duties as required.

Minimum Qualifications

Any combination of training and experience, which demonstrated attainment of the required knowledge and ability to perform the required work, typically:

Education

Bachelor’s degree from an accredited college or university in social work, sociology, criminal justice, business or public administration, or other closely related field.

Experience
Four (4) years of journey level (Legal Clerk III or above) case management experience, preferably in a court or legal environment. Experience in social work, mental health, or substance abuse is preferred. 

Knowledge of:

  • Project management and coordination;
  • Research and information gathering techniques; 
  • Program evaluation and methodologies;
  • Collaborative court programs such as, CARE Court, Mental Health Diversion, and IST Diversion;
  • California Penal Code § 1001.36 and Welfare and Institutions Code § 4361; 
  • Statistical methods and analysis;
  • Case management software and other relevant technologies;
  • Correct English usage, spelling, grammar, and punctuation.
Ability to:
  • Work effectively in a team environment;
  • Work effectively with judicial officers, justice partners, community agencies, and other related parties;
  • Complete work under time deadlines;
  • Organize and present ideas and recommendations both orally and in writing;
  • Gather, organize, and assess large amounts of data; 
  • Write comprehensive and compelling reports;
  • Establish and maintain cooperative working relationships;
  • Communicate effectively, orally and in writing;
  • Read and write at a sufficient level to perform work;
  • Type accurately at a speed sufficient to perform the duties of the position;
  • Understand and use a variety of business computer software including word processing, spreadsheet and database applications;
  • Organize and prioritize work load; 
  • Maintain confidentiality of information; 
  • Operate standard office equipment.
Special Requirement
A valid class C California driver’s license may be required.   The requirement will be reviewed on a position basis in accordance with ADA regulations.

Functional Reasoning:  Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles in developing approaches and techniques to resolve problems.
Situational Reasoning:  Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.
ADA COMPLIANCE
Physical Ability:  Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).
Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, and visual cues or signals.  Some tasks require the ability to communicate orally.
Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
