The Safer Foundation is a social service provider to individuals with arrest and conviction records. Through a full range of services, including case management, educational instruction and advocacy, we focus on preparing individuals for the world of work by helping them find and keep productive and meaningful employment.


General Summary:

  

The Benefits Administrator is responsible for overseeing and educating employees on a variety of benefit programs, including but not limited to FMLA, workers’ compensation, unemployment insurance, group life insurance, medical, dental, disability, retirement plans, and Safer-specific benefits such as the Employee Assistance Program (EAP) and employee recognition initiatives.

This role ensures the accurate maintenance of employee benefit records, along with the development and execution of related procedures and processes for all Safer employees. The Benefits Administrator is a key member of the Human Resources Department and reports directly to the AVP of Human Resources.

Essential Duties and Responsibilities:

 

Stakeholder Interface and Service

  • Establish and maintain collaborative relationships with the various providers to resolve benefit-related problems and to ensure effective utilization of benefits plans. 
  • Coordinate and provide regular Employee communication regarding the benefits plans and programs that are offered by Safer. Provide information on plan provisions so that employees can make informed benefits decisions. 
  • Install new plans and changes to existing plans through the preparation of announcement material, booklets, and other media for communicating new plans to employees. 
  • Conduct employee benefit seminars for local personnel when needed. Periodically revise and reissue benefits communications material.
  • Handle inquiries and complaints in a manner that ensures quick, equitable, and courteous resolution. Contact is maintained in person, by phone or email, with insurance companies, employees, and beneficiaries to facilitate proper and complete utilization of benefits for all employees.  

 

Stakeholder Outreach and Recruitment

  • Host Open Enrollment meetings in a timely manner.  Communicate new plans and changes to employees by means of announcement materials, booklets, posters, electronic messaging, etc. within the specified enrollment period. 
  • Conducting New Employee Orientation sessions, ensuring employees are informed of and understand the benefits plans and enrollment provisions.
  • Provide communication and administration support to all new employees ensuring that they have proper knowledges and access to benefits. Enrolling new members timely and accurately
  • Notify managers and employees of various employment milestones such as probationary period, 1-year anniversary, etc., in order to access benefits and facilitate performance management system.

 

Tracking, Document, and Reporting

  • Administer the enrollment, termination and record keeping for the various employee benefit programs is performed according to the highest standards of accuracy, quality and customer service in accordance with federal and state regulations and plan provisions. 
  • Create newly and accurately maintained hired employees’ service records in the HRIS databases within agreed upon timeframes. Ensure that all employee personnel benefit records are accurately filed and retrievable at all times. 
  • Maintain and archive Human Resources records, including enrollments, applications, and claims records for all benefit plans are in accordance with the Records Retention guidelines.
  • Develop, within proscribed time frames, benefit information and statistical and census data for actuaries, insurance carriers, and management. Recommend, implement and update Human resources procedures and processes to initiate effective delivery of benefits programs. 
  • Input and maintain complete, accurate audit ready records in the HRIS at all times. Compile and maintain reports from the HRIS database as needed. 
  • Review and process monthly billings from insurance providers accurately and expeditiously. Reconcile and verify calculation of the monthly premiums statements for all group insurance policies. Regularly maintain and report on statistical data relative to premiums, claims, and costs. Quickly and satisfactorily resolve administrative problems with the carrier representatives when billing discrepancies are detected.
  • Process all, Wage Garnishments/Attachments, Child Support Orders, Employment Verification Requests, I-9’s and tax forms are within the specified timeframe.

 

 

Required Knowledge, Skills and Abilities:

  • General knowledge of pertinent federal and state regulations, filing and compliance requirements both adopted and pending affecting employee benefit programs, including ERISA, COBRA, FMLA, ADA, SECTION 125, Workers Compensation, Medicare, Social Security and DOL requirements
  • Computer proficiency and aptitude with the ability to utilize MS Word, Excel, Power Point, and HRIS database applications.
  • Excellent communication and organization skills. 
  • Ability to work effectively in a team environment with associates. 
  • Ability to effectively plan and set priorities. 
  • Ability to manage several complex projects simultaneously while working under pressure to meet deadlines.
  • Strong analytical skills and a basic knowledge of plan designs. 

 

Education and Experience:

 

Bachelor's degree in HR Management or related discipline

3 to 5 years related benefits or employee benefit administration experience required.
