Job Description:


Turner & Townsend is seeking an experienced and driven Associate Director level Cost Manager / Quantity Surveyor to join our Phoenix, Arizona area team. This role will support major, high-impact projects across various sectors, including Data Centers, Mission Critical, Commercial and/or Manufacturing facilities for global clients.

You will act as the day-to-day interface with clients, lead cost management efforts, and drive projects to successful outcomes. This is a leadership role requiring deep expertise in cost planning, estimating, procurement, and financial management, along with the ability to manage complex, fast-paced construction projects.


Responsibilities

  • Lead a cost management team and oversee delivery across all accountabilities.
  • Serve as the primary client interface, building strong relationships and ensuring successful project outcomes.
  • Prepare and manage detailed cost estimates, budgets, and financial reports.
  • Track project financial performance, manage change orders, and conduct audits.
  • Advise on contractor procurement, draft and manage contracts, and evaluate bids.
  • Lead value engineering initiatives and identify cost-saving opportunities.
  • Collaborate with multidisciplinary teams to optimize resources and drive engineering priorities.
  • Ensure compliance with client policies, financial standards, and regulatory requirements.
  • Maintain cost benchmarks and contribute to internal knowledge sharing.
  • Support recruitment, performance reviews, and team development.
  • Participate in business development, proposals, and cross-selling opportunities.
  • Conduct cost audits and variance analysis to ensure financial alignment.
  • Monitor quality control procedures and advise on financial implications of design changes.
  • Coordinate tender submissions and evaluate contractor bids.
  • Provide strategic cost advice to support decision-making and project execution.
  • Attend project meetings to discuss cost matters and overall progress.
  • Develop and implement cost management procedures, tools, and templates to improve efficiency and consistency.
  • Mentor junior staff and contribute to professional development across the team.
  • Support pre-construction planning and feasibility studies with accurate cost modeling.
  • Analyze market trends and pricing data to inform procurement strategies.
  • Ensure timely and accurate reporting to internal and external stakeholders.
  • Manage client expectations and resolve commercial issues proactively.
  • SOX control responsibilities may be part of this role, which are to be adhered to where applicable.
Qualifications:

 

  • Bachelor’s or advanced degree in Quantity Surveying, Construction Management, Engineering, or a related field.
  • RICS or equivalent accreditation is preferred.
  • Minimum 8 years of experience in cost management for large construction projects.
  • Proven track record in managing complex budgets and delivering high-value outcomes.
  • Strong knowledge of construction contracts, procurement, and risk management.
  • MEP estimating experience is highly beneficial.
  • Proficiency in cost estimating and project management tools (e.g., CostX, Microsoft/G-Suite).
  • Excellent communication, leadership, and problem-solving skills.
  • Experience with life cycle costing, value management, and financial reporting.
  • Ability to estimate at conceptual, programming, and detailed design stages.
  • Familiarity with commit profiles, cash flow forecasting, and cost structures.
  • High integrity, adaptability, and ability to thrive in fast-paced environments.
  • Ability to lead commercial negotiations and manage stakeholder expectations.
  • Strong analytical mindset with attention to detail and data-driven decision-making.
  • Experience managing multiple projects simultaneously across different sectors.
  • Ability to work independently while contributing to a collaborative team environment.
