Required
- Any combination of education and experience equivalent to a bachelor's degree in business administration, public administration, finance, accounting, or a related field, with course work in finance, accounting, or budget analysis.
- Four (4) years of experience in finance, accounting, business technology and/or grants management.
- Advanced degree(s) beyond the minimum degree requirement in a relevant field may be considered for some experience.
- Knowledge of the theory, methods, and principles of fiscal management, budget analysis, and accounting, as well as the federal, state, and local laws, regulations, and requirements that govern grant administration.
- Ability to analyze, interpret, and evaluate financial and administrative data to develop and generate reports for financial decision-making.
- Ability to effectively use governmental financial automated systems.
- Ability to effectively lead teams in multiple projects.
- Ability to conduct research and collect documentation independently.
- Ability to work effectively under pressure and to meet deadlines.
- Ability to facilitate meetings and/or present information to groups.
- Proficiency in the use of technology and data compilation, analysis, and reporting.
- Ability to communicate effectively, both orally and in writing.

Major Duties/Essential Functions
- Supervises the planning, organization, administration, and management of a team to manage the budgetary and administrative aspects of the grant awards.
- Assists with the writing of grant applications and amendments.
- Plans and prepares for program audits and reviews.
- Provides administrative and financial analysis necessary for ensuring success with all pre and post-award activities to include grant applications, reconciliation efforts, and tracking and monitoring of budgets.
- Advises on budget development, fiscal performance, and forecasting.
- Implements project plans related to submissions, audits, budget development, and related training under the grant programs.
- Conducts research necessary to assist in revising policies, procedures, and guidelines.
- Maintains successful collaborative working relationships to address complicated or long-term program needs and/or requirements with both external and internal clients.
- Provides technical advice and assistance in financial or grant-related matters to staff.
- Authorizes financial transactions for the section/office.
- Manages data compilation, analysis, and reporting for evaluation and future planning.
- Presents information and recommendations to senior management team.
- Leads and facilitates discussions among groups and individuals to reach consensus, resolve conflicts, or influence outcomes on matters of significance.
- Performs related duties as required or assigned.
