About the Department

This is a technical and managerial position in the Office of Maps and Surveys, Engineering Services Division, Department of Environmental Services.  The employee in this title supervises the staff of the field survey unit.  Work is performed in both field and office environments.  General direction is provided by the Manager of Maps and Surveys.  This position differs from the Supervisor of Mapping because it involves the planning, assigning, and review of field survey projects, while the Supervisor of Mapping is responsible for the application of completed survey data to the official maps and records of the city. The Field Surveyor may assume the duties of the Manager of Maps and Surveys in his/her absence.  Related work is performed as required.

This is a Competitive Class position.  The individual selected to fill this vacancy will be given a provisional appointment and will be required to participate in the next Civil Service Examination for this title.

 A qualified applicant may be provisionally appointed and serve in the position until a Civil Service Examination is administered and an appropriate eligible list can be established to make a permanent appointment in accordance with the Civil Service Rule of Three.  (See  "http://www.cityofrochester.gov/article.aspx?id=8589935786" Provisional Appointment - FAQ's) If you are already a City employee and have permanent, competitive status in your current position and appointment to this title would result in a provisional appointment in another department, you will lose your previous permanent competitive rights.

CITY RESIDENCY IS REQUIRED WITHIN ONE YEAR OF HIRE

Position Duties

  • Plans, schedules, and assigns to staff the surveying work requested by other City departments;
  • Signs, seals, and certifies the accuracy of maps issued by the City of Rochester;
  • Reviews all completed work assignments and checks computations for accuracy;
  • Assists private surveyors in complex property research requiring city data not regularly available at the public counter;
  • Coordinates the City monumentation rehabilitation program and the tie system to ensure that elevations and other topographic measurements are current;
  • Monitors the work performed on major survey projects under contract with the City;
  • Performs complex survey calculations and mapping tasks;
  • Supervises staff in modernizing the City's mapping files through the indexing of drawings, microfilming, transferring original maps to the central records facility, and eliminating duplicate, outdated, or inaccurate maps and records;
  • Trains and advises employees in other departments and divisions in survey law and practices, in areas such as use of the city's Official Map; resolving discrepancies between the survey, city map, and deed; rights-of-way; subdivisions; and elements of an instrument survey;
  • Supervises survey crews in the field;
  • Recommends personnel actions to Manager, such as hiring, promotion, discipline, training, and termination;
  • Represents City in court as a professional witness, providing expert testimony when required.

Minimum Qualifications

Possession of a New York State Land Surveyor’s License AND two (2) years *experience supervising a technical surveying staff.
            
*This experience may have been gained concurrently with the experience requirements for obtaining the New York State Land Surveyor’s License.
        
 SPECIAL REQUIREMENT:
Possession of a Class D New York State Motor Vehicle Operator’s license at time of appointment.
