Polk County Utilities provides safe drinking water, wastewater collection and treatment systems to nearly 68,000 accounts in unincorporated communities throughout the county. In some service areas, this division also provides reclaimed water.
Polk’s Utilities program:
Produces and distributes 18.9 million gallons of drinkable water each day
Collects and treats 8.6 million gallons of wastewater each day
Produces and distributes 7.4 million gallons a day of reuse water for irrigation
Responded to nearly 23,000 Sunshine One Call requests in 2022 to identify locations of utility lines
The Utilities Division also works closely with agencies such as the water management districts, Florida Department of Environmental Protection and other municipalities in Polk to provide for future demand through planning and water conservation measures.
Starting Pay Grade: PG-12 $20.90 Hourly, Non-Exempt

MAJOR FUNCTION
Advanced operations and maintenance of potable water distribution system and sewer collection systems. Perform minor maintenance to work unit equipment at least 50% of the work effort.
ILLUSTRATIVE DUTIES
• Primary operation and maintenance of equipment assigned to the work unit. Duties include the performance of manual labor tasks as well as operation and maintenance of one or more of the following pieces of equipment listed below to perform maintenance of potable drinking water distribution system and sewer collection systems:
• Tractor Trailer Backhoe
• Excavator Transport
• Tanker Vacuum Truck
• Front End Loader Dump Trucks (5 yard and larger)
• CCTV Inspection Equipment (Closed Circuit Television)
• Operates mowing equipment and other smaller equipment assigned to the work unit.
• Washes, cleans and performs routine maintenance on equipment.
• Performs related duties as required on water, sewer and reuse systems.
• Clean, swab, repair and perform maintenance on potable drinking water mains.
• Install, tap, repair/replace, pressure test or disinfect water main and appurtenances (including fittings, valves, and hydrants).
• Operate or adjust control valves as necessary to regulate water distribution system flows or pressures.
• Evaluate and interpret water quality measurements in water distribution systems and troubleshoot to determine causes of water quality complaints.
• Flush water mains.
• Install or repair/replace water service lines and appurtenances (including fittings, valves and meters).
• Test and maintain meters; locate and mark meter mains or service lines.
• Operate or exercise isolation valves or water, sewer and reuse systems.
• Test and maintain fire hydrants, repair/overhaul control valves and hydrants.
• May act as lead worker when assigned.
• Performing water quality measurements in water distribution systems; reading blueprints and updating GIS information.
KNOWLEDGE, ABILITIES, AND SKILLS
• Knowledge of the operation, maintenance, and use of assigned equipment.
• Knowledge of traffic laws and other regulations governing the operation of equipment assigned.
• Knowledge of the occupational hazards and safety precautions in the operation of equipment.
• Ability to understand and follow oral and written instruction.
• Ability to make routine maintenance checks and emergency repairs on equipment assigned.
• Ability to see, hear sounds at a normal level, drive from work site to work site, bend, stoop, sit and stand.
• Ability to perform tasks that require eye and hand coordination.
• Ability to operate multi-hand and/or foot controls.
• Must be able to lift, carry and move materials, and interact with job related appurtenances and equipment weighing more than forty-five (45) pounds.
• Ability to work in all weather and environmental conditions.
MINIMUM QUALIFICATIONS
Graduate of an accredited high school or possess an acceptable equivalency diploma.
Minimum of two (2) years’ experience in the operation and routine maintenance of the primary piece of equipment assigned by the work unit.
Must have appropriate Water Distribution License or obtain within (24) months of hire date.
Florida Department of Environmental Protection Rule 62-699.
Must possess a valid driver's license and able to secure a valid Florida Commercial Class "A" driver's license at the time of employment within this classification with Air Brakes and Tanker endorsements.
A comparable amount of related training and experience may be substituted for the minimum qualifications with the exception of the required licensure.
SPECIAL REQUIREMENT
Must have an active telephone number at the time of employment as employee is subject to call out to assist in emergencies.
This position shall be required to report for work as directed when a declaration of emergency has been declared in Polk County.
