Stormwater Manager:

As a member of the Natural Resources management team, the Stormwater Quality Manager oversees the Stormwater Quality Division. This role encompasses both staff management and the administration of capital-scale stormwater treatment projects. Key responsibilities include supervising and managing the Stormwater Quality Division staff, overseeing the conceptual design, plan review, permitting, and construction administration of capital stormwater treatment systems, and developing operations and maintenance manuals for stormwater systems. The manager ensures compliance with MS4 and NPDES permits, manages grants related to stormwater quality projects, conducts field investigations to address stormwater quality issues, and analyzes data to prepare technical reports. Additionally, the Stormwater Quality Manager supports the protection of the Indian River Lagoon by implementing capital stormwater quality projects and programs aligned with the Central Indian River Lagoon Basin Management Action Plan TMDL requirements.

Position Duties

  • Manages the Stormwater Quality Division within the Natural Resources Department.
  • Oversees design, permitting, construction administration, and development of operations and maintenance manuals for stormwater quality treatment systems.
  • Manages consultants and contractors for stormwater projects, both operational and capital, ensuring timely, budget-compliant, and high-quality completion.
  • Administers professional services contracts, negotiates scope changes, and approves field changes for stormwater quality projects.
  • Works interdepartmentally to maintain MS4 NPDES permit compliance and identify/implement resiliency programs and projects.
  • Coordinates with other County Departments, external agencies, and applicants on projects.
  • Provides technical information and guidance on stormwater projects, resolving project-related issues under the Natural Resources Director's direction.
  • Implements projects and programs related to the Central Indian River Lagoon Basin Management Plan TMDL requirements.
  • Assists with asset collection and inspection programs related to stormwater facilities.
  • Conducts field investigations related to stormwater quality issues and performs periodic on-site assessments, recommending corrective actions as necessary.
  • Applies for and manages grant funds for stormwater quality improvement programs and flooding concerns.
  • Develops project estimates for budgeting purposes and assists in coordinating both large and small scale, operating and capital, stormwater quality projects.
  • Reviews and approves contractor and consultant pay requests, develops and monitors project scope, budget, and schedule, and prepares reports for upper management and stakeholders.
  • Prepares, negotiates, executes, and manages task orders for professional consultants and contractors.
  • Prepares and oversees Requests for Proposals (RFP), Requests for Qualifications (RFQ), and other bidding documents in compliance with municipal, state, and federal codes.
  • Provides technical and professional review of engineering plans, specifications, and related documents.
  • Assembles construction documents and specifications.
  • Drafts commission memoranda for Board of County Commission approval.
  • Required to work during declared emergencies as determined by the Department Head.
  • Establishes and maintains effective working relationships.
  • Successfully plans and directs the work of engineers, design professionals, contractors, as well as division staff. 
  • Performs related work as required.

Minimum Qualifications

Education and Experience:

Bachelor’s degree in construction management, civil engineering, environmental engineering, hydrogeology or related field from an accredited college or university (preferred) plus five (5) years progressively responsible experience in infrastructure related construction and project management work. Stormwater construction experience may be substituted to meet education and/or work experience requirements. Minimum of 2 years of supervisory experience. 


Licenses, Certifications, or Registrations:

  • Project Management Professional Certification (preferred)
  • Valid Florida Driver’s License. 
  • Registered Professional Engineer in the State of Florida (preferred)

Knowledge, Abilities, and Skills:

  • Working knowledge of the principles and practices of stormwater treatment, storage, and reuse.  
  • Ability to review stormwater treatment system designs and implement maintenance programs.  
  • Knowledge of the damage caused to the Indian River Lagoon by untreated stormwater runoff.  
  • Knowledge of NPDES Phase II regulations and permitting requirements.        
  • Knowledge of existing state and federal grant programs and the ability to prepare and submit grant applications for stormwater-related projects or derivative projects.  
  • Ability to read and understand construction drawings, contract documents, and technical specifications.  Excellent working knowledge of Microsoft Word and Excel.        
  • Knowledge of the use of aquatic plant systems for the treatment of stormwater and the management of such systems.  
  • Ability to perform field investigations and identify potential solutions to mitigate for problems identified.   
  • Ability to communicate effectively through writing and public speaking.  
  • Ability to establish and maintain effective working relationships.
