Description
The Program Manager will be responsible for identifying and fostering relationships with potential partners and other stakeholders, including those with lived experience of homelessness; managing existing partnerships; and implementing strategies to engage and build capacity of new partners across diverse sectors. The Program Manager will focus on partners located in Berkeley, Charleston and Dorchester Counties. The Program Manager will assist in the grant process for the HUD Continuum of Care Program (CoC) and Youth Homelessness Demonstration Program (YHDP) from application through subrecipient monitoring. The Program Manager will provide support to the Program Director, Partnerships in executing a strategic and collaborative plan to identify and engage community stakeholders who share a commitment to use of evidence-based practices to end and prevent homelessness.

Requirements
SPECIFIC REQUIREMENTS:
1. Bachelor’s degree in an applicable field of study preferred.
2. Proven track record of partnership development and management.
3. Experience participating in the federal grant process, in particular HUD’s CoC and YHDP programs, including the application process and monitoring subrecipients of these awards.
4. Experience using a Homeless Management Information System preferred.
5. Minimum of two years’ experience working with indigent and/or at-risk populations.
6. Exceptional communication skills, strong networking abilities, and a passion for building meaningful partnerships.
7. High degree of initiative and problem solving.
8. Demonstrated success in public speaking.
9. Ability to work collaboratively in a team environment and effectively manage relationships with internal and external stakeholders.
10. Exceptional skills in interpersonal interactions.
11. Solid judgment and the ability to handle confidential information and situations.
SPECIFIC DUTIES:
1. Cultivate relationships with organizations to increase participation in the CoC, provide new opportunities for those experiencing or at-risk of homelessness around housing, education, employment, health/mental health, and permanence that are responsive to the needs of those served.
2. Develop and manage the CoC’s Lived Experience Workgroup to include recruitment, scheduling of meetings, and gathering and integrating input into CoC decision-making.
3. Lead and/or serve on CoC Committees that directly align with current partnership needs and strategies.
4. Strengthen relationships with Consolidated Plan jurisdictions in Berkeley, Charleston and Dorchester Counties to ensure the Plans consider the needs of those experiencing homelessness.
5. Assist in developing and implementing plans for partner retention.
6. Manage federal funding subrecipients including compliance with funding agreement, reimbursement requests and documentation, utilization of best practices for service delivery and ensuring program outcomes are met.
7. Provide support and technical assistance to potential new ESG and/or CoC grantees by assessing their capacity, coaching them to improve outcomes, and fully engaging in the work of the CoC.
8. Support planning and execution of the biannual Point in Time Count.
9. Serve as the CoC’s point of contact for the statewide Young Voices Matter Campaign.
10. Represent One80 Place at community meetings and in associations, coalitions, or networks.

SALARY DESCRIPTION:
$60,000 per year
