Duties
Serves as a Contracting Officer Representative (COR) and coordinate and monitor Letters of Request (LORs), Letters of Offer and Acceptance (LOAs) within the guidelines established in the Security Assistance Management Manual (SAMM).,Serve as the liaison for all potential sales of systems to direct procurement of systems, support equipment and services which comprise a multi-million dollar FMS program.,Furnish technical consultation, advice and direction to government agencies, contractors, etc., to ensure accomplishment of program objectives.,Develop procedures and serve as the senior authority for total package fielding of equipment, training, and other services related to the Foreign Military Sales (FMS) program within the Project Management (PM) Office.,Administer international agreements in order to plan, coordinate and evaluate all program execution elements to include overseeing FMS Case procurement planning/actions.
Qualifications
Term Appointment NTE - Position will be filled as a Term Appointment NTE 5 years. Term appointments may be extended up to a maximum of six years. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience is defined as: 1) Assist in the procurement requirements of systems for assigned project or program. (2) Purpose a cost schedule of systems, such as Rough Order Magnitude (ROM), to determine transportation or distributing expenses and (3) Assist in the preparation of documentation required for contract solicitation of systems to include Letter of Request (LOR) or Independent Government Cost Estimates (IGCE). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02)/GS-11. You will be evaluated on the basis of your level of competency in the following areas: Acquisition Strategy Communications Contracting/Procurement Program/Project Management

This is a Career Program (CP) 17 - Materiel Maintenance Management position. Multiple positions may be filled from this announcement. You may claim military spouse preference (MSP). Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
