SUMMARY
Designs and develops new systems, applications, and solutions for enterprise-wide cyber systems and networks.
Ensures system security needs are established and maintained for operations development, security requirements definition, security risk assessment, systems analysis, systems design, security test and evaluation, certification and accreditation, systems hardening, vulnerability testing and scanning, incident response, disaster recovery, and business continuity planning and provides analytical support for security policy development and analysis. Integrates new architectural features into existing infrastructures, designs cyber security architectural artifacts, provides architectural analysis of cyber security features and relates existing system to future needs and trends, embeds advanced forensic tools and techniques for attack reconstruction, provides engineering recommendations, and resolves integration and testing issues. May interface with external entities including law enforcement, intelligence and other government organizations and agencies.
MAJOR DUTIES AND RESPONSIBILITIES:
- Respond to system and threat alerts and take necessary remediation actions.
- Execute incident response activities including, identification, containment, and eradication.
- Respond to phishing emails and take appropriate response actions.
- Perform threat hunting functions based on industry IOCs
- Develop scripts and software to automate cyber security processes.
- Develop and implement mitigation strategies to prevent future incidents.
- Complete eDiscovery searches and provide relevant records to requesting departments.
- Contribute to the ongoing security awareness program.
- Perform audits and assessments of processes.
- Perform other related duties as assigned.
KNOWLEDGE, SKILLS & ABILITIES:
- Strong communication skills and the ability to work well in dynamic, cross-functional team environment.
- Basic knowledge of investigation, correlation, and response to alerts in a SIEM system.
- Basic knowledge of computer forensic investigation techniques and processes.
- Basic knowledge of vulnerability management and remediation of discovered vulnerabilities, including vulnerability assessment and management of remediation plans for cyber security gaps.
- Basic knowledge of managing an organization’s compliance with standards and regulations such as PCI DSS, CJIS, or HIPAA.
- Basic knowledge of eDiscovery processes and procedures, including knowledge of search and data delivery methods.
- Basic knowledge of eDiscovery system management, including building, administering, operating, and tuning such systems.
- Basic knowledge of scripting languages such as PowerShell ,python, or bash.
- Basic knowledge of cyber security policy and process development, including the ability to clearly document policies and processes.
- Basic knowledge of project management concepts, including the ability to coordinate and execute IT security projects.
- Basic knowledge of Microsoft Active Directory and Windows operating systems.
PREFERRED QUALIFICATIONS:
Sec+. GSEC, or GCIH certifications or
2+ years incident response experience.
MINIMUM QUALIFICATIONS:
Baccalaureate or Associate’s degree in Computer Science, Information Security, or similar technology or 2+ years of experience in Information Technology or Cyber Security.
The equivalent combination of education and experience necessary to perform the essential job functions.
CONDITIONS OF EMPLOYMENT
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.
Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
