The Water Quality Program Coordinator works collaboratively with all Divisions of the Water Department, the Joint Water Commission, and the Barney Reservoir Joint Ownership Commission to ensure regulatory compliance for all three community water systems managed by the City of Hillsboro. In addition, this position supervises the department's four-person Water Quality Section within the Water Resources Division who work together to monitor water quality in reservoirs, streams, drinking water treatment plants, and drinking water distribution systems.
Reporting to the Water Resources Program Manager, this position oversees the monitoring and reporting programs for Safe Drinking Water Act compliance of three public water systems as well as many source water quality monitoring programs in lakes and streams. This individual ensures that projects meet objectives, timelines and budgets.

The Role
As the Water Quality Program Coordinator, you will play a key role in protecting Hillsboro’s drinking water supply and ensuring compliance with state and federal regulations. This position will supervise the City’s Water Quality Section, a skilled four-person team responsible for monitoring water quality in reservoirs, streams, treatment plants, and distribution systems.
You’ll report to the Water Resources Program Manager and provide oversight for a wide range of programs that ensure Safe Drinking Water Act compliance and maintain public trust in our most essential resource—clean water.
What You’ll Do
Oversee the monitoring and reporting programs for Safe Drinking Water Act compliance of three public water systems.
Supervise a team of four water quality field and project staff.
Supervise programs to monitor water quality in reservoirs, streams, drinking water treatment plants, and drinking water distribution systems for a wide variety of water quality parameters, including Safe Drinking Water Act requirements, cyanotoxins and algal blooms, and unregulated contaminants.
Provide high level program management and oversight; ensures that the section's projects meet objectives, timelines, and budgets.
Ensure regulatory compliance for Hillsboro Water's public water systems through federal and state regulations; oversee multiple investigative sampling programs for unregulated contaminants.
Support the Resource's Division Manager and Program Manager in the development and integration of a second water supply for Hillsboro Water, the Willamette Water Supply System.
Respond to public information requests, inquiries, and complaints; mediate and resolve concerns.
Expand data reporting and information sharing for the group.
Support the development of regulatory compliance plans for new and updated regulations, such as the Lead and Copper Rule Revisions (LCRR)/Lead and Copper Rule Improvements (LCRI) and PFAS.
Manage program contracts and intergovernmental agreements for relevant projects.
Facilitate group meetings for water quality activities with partner agencies.

- Water Supply Integration. Support the development and integration of a second water supply, the Willamette Water Supply System, through the Water Supply Integration project.
- LCRR/LCRI Compliance. Support the Water Department with LCRR/LCRI compliance.
- Compliance & Regulations. Stay up to date with changes to PFAS rule compliance and other upcoming EPA drinking water regulations.
- Data Reporting. Expand the Water Quality Section’s data reporting and information sharing capabilities.
Acceptable Experience and Training
Bachelor’s degree in Natural Resources, Biology, Environmental Science and Management, Chemistry, Engineering, Hydrology, Geography, or a closely related field; and five years of related experience with three years of supervisory experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
