About the Department

This position performs administrative and technical work in the procurement processes of the County and analyzes and develops reports that demonstrate the fiscal health of the County.

Position Duties

  • Acts as a buyer in the procurement of goods, services, and contracts for the County.
  • Performs the preparation of proposals, issues purchase orders, and recommends the awarding of contracts to vendors, verifying commodity and service quality.
  • Presides at bid openings, takes all pertinent information relating to the bid process, processes legal advertisement on bids.
  • Participates in all phases of the budget development process
  • Analyzes and develops monthly reports that demonstrate the current status of budget to actual revenues and expenses.
  • Leads the County in the implementation of a budget document available to citizens publicly.
  • Performs other assigned duties.

Minimum Qualifications

  • Knowledge of public procurement and ability to analyze, interpret, and apply purchasing laws, policies, and regulations.
  • Knowledge of specification development, contract negotiating and administration, insurance and bonding requirements, and contractor licensing.
  • Knowledge of and experience with automated procurement systems and experience with MS Office software preferred.
  • Experience in analyzing financial data for trends and explaining reasons for variances
  • Skill in prioritizing and analyzing work.
  • Skill in providing excellent customer service.
  • Skill in using professional and administrative judgement.
  • Skill in effective communication, both verbally and in writing.
  • Ability to establish and maintain successful working relationships with department heads, County staff, government officials, and the public.

Other Qualifications

  • Bachelor’s degree in related field.
  • Three (3) years of progressively responsible purchasing experience.
  • Government procurement/purchasing experience preferred.
  • Certification in the Purchasing field is preferred.
  • Or equivalent training, education, and/or experience.
  • Valid State of Virginia Driver’s License with a driving record that meets HR Policy requirements.

PHYSICAL DEMANDS:Work is sedentary work, which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Tasks may require the ability to walk or stand for prolonged periods of time. Additionally, the following physical abilities may be required: climbing, bending, reaching, handling, and grasping.
