About the Department
Under administrative supervision, the purpose of this position is to direct, manage, and oversee the delivery of major and minor municipal projects within project scope, resources, time, and budget.
Position Duties

- Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, training, completing employee performance appraisals, maintains healthy and safe work environment, and makes hiring and termination decisions.
- Monitors and evaluates the quality, responsiveness, efficiency and effectiveness of construction inspection/project management, delivery methods and procedures; and works with employees on the continuous improvement of construction management services.
- Performs plan review on all capital improvement, new development, and franchise utility projects.
- Coordinates with franchise utilities for relocation efforts on capital improvement projects.
- Facilitates stakeholder meetings; conducts project kickoff meetings and records minutes and actionable items; approves baseline schedule; reviews subsequent contractor schedules and schedule of values.
- Negotiates, mediates, and consults with developers, consultants, and contractors concerning construction requirements, material submittals, requests for information, pay estimates, and change orders.
- Approves payment invoices; oversees change order process; reviews and maintains appropriate logs (change orders, requests for information, submittals, etc.) for issue resolution in accordance with contractual terms/conditions.
- Maintains third party owner contracts such as quality assurance and testing. Coordinates testing requirements on behalf of the City and utilizes tools and methods for ensuring safety and risk minimization on all projects.
- Ensures contractors comply with environmental, health, and safety guidelines and all local, state, and federal regulations.
- Coordinates substantial completion and pre-acceptance activities (e.g. punch list, commissioning, etc.) with owner representatives for operations and maintenance training and equipment handoff; receives as-builts and project records; maintains warranty documents and is the City’s point of contact for invoking warranty-related issues with contractors.
- Manages and maintains a team approach to project quality assurance in relation to the construction and delivery of infrastructure to be owned and maintained by the City; and ensures consistency in performing construction inspection.
- Provides technical assistance and information to the Director, consultants, developers, citizens, and City staff on matters regarding construction projects to ensure conformance with City standards.
- Proactively works with infrastructure project managers, design engineers, infrastructure construction contractors and departmental leadership on budgeting and staffing concerns, as well as communication and leadership.
- Interacts professionally and respectfully with the public, coworkers and others in the course of daily work; strong communication skills needed.
- Regular and timely attendance is required for this position.
- Must report to work for duty outside normally scheduled work hours in response to natural disasters, emergencies or critical incidents as determined by City Administration.
Minimum Qualifications
- Requires a Bachelor’s Degree in Engineering, Construction Management, Project Management or related major supplemented by five (5) years of progressively responsible experience with at least two (2) years of supervisory experience or equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities to successfully perform the essential functions of the job.
- Must possess and maintain a valid State of Texas Driver’s License.
- Must possess TEEX training in Work Zone Safety, Water, Wastewater, Concrete, and Construction Inspection.
- Certified Public Infrastructure Inspector and/or Project Management Professional (PMP) certification preferred.
- Class C Water Distribution License preferred.
