Job Title: IT Procurement Technician 2
Location: Hybrid – Austin, TX (3 days onsite: Mon–Wed; 2 days remote: Thurs–Fri; local candidates only)
Rate: $45/hr on W2 only 
Anticipated Project Duration: 10-01-2025 - 08-31-2026

 
Position Overview
We are seeking an IT Procurement Technician 2 for an 11-month engagement in Austin, TX. This role focuses on supporting IT procurement activities, contract development, and vendor coordination. The ideal candidate will bring 4–7 years of experience in procurement or a related field, with strong knowledge of business trends, government regulations, software licensing practices, negotiation techniques, and pricing strategies. Candidates with CTCD or CTCM certifications will have an advantage. This position requires creativity, initiative, and the ability to work independently under limited supervision.
 
Responsibilities
  • Develop solicitation packages by collaborating with subject matter experts to include program-specific information.
  • Provide high-level technical assistance to internal teams on procurement processes, methodologies, and compliance.
  • Coordinate and analyze procurement requirements across multiple program areas.
  • Partner with procurement, contracting, and legal teams to determine appropriate solicitation methods, manage timelines, and ensure compliance.
  • Support budget preparation, financial requirements, and pricing models to align procurement strategies.
  • Serve as a subject matter expert in workgroups and training activities, including developing presentations for leadership.
  • Draft and review procurement-related documents, ensuring accuracy and adherence to state procurement standards.
  • Negotiate contract terms, pricing, and schedules to ensure timely delivery of products and services.
  • Monitor and evaluate vendor performance to ensure contract compliance and successful delivery.
 
Qualifications
  • 5 years (Required): Experience drafting RFPs within state health agencies.
  • 5 years (Required): Leading JAD (Joint Application Design) sessions to elicit requirements.
  • 5 years (Required): Developing key performance measures for solicitations and contracts.
  • 5 years (Preferred): Experience in Medicaid programs.
  • 5 years (Preferred): Experience creating process flows for AS-IS and TO-BE models.
  • 5 years (Preferred): Experience developing cost models, pricing workbooks, and financial requirements.
  • 5 years (Preferred): Experience preparing Federal funding requests (APDs – Planning/Implementation).
  • 5 years (Preferred): Knowledge of Texas Procurement and Contract Management Guide.
  • 5 years (Preferred): Experience negotiating large contracts.
  • 5 years (Preferred): Performing quality assurance activities on large projects.
