Under general supervision, leads and manages the development, implementation, and monitoring of all aspects of the City’s annual operating and capital budgets; evaluates, analyzes, and reports on revenues, expenditures, and other budget initiatives for all funds; performs highly complex and analytical tasks relative to financial and budgetary matters; and performs other duties as assigned.
DISTINGUISHING CHARACTERISTICS:
This is a single-incumbent classification. The employee receives general supervision from the Senior Director of Finance. This position is responsible for the functional management and oversight of the city-wide budget development process. The position does not currently provide direct supervision of staff.
Position Duties
The duties listed below represent the various types of work that may be performed. The omission of specific statements of duties does not exclude them if the work is related or a logical assignment to this class.
- Responsible for the preparation, implementation, and monitoring of the annual operating and capital budget in conformance with the City’s financial policies and procedures, the City Charter, and State law.
- Perform highly technical and complex analysis related to financial and budgetary issues, which may include cost-benefit and trend, fund statement and variance analysis, and financial modeling and forecasting; and presenting findings to the Finance Director and City Management.
- Work closely with all departments to provide assistance and training in budget development and monitoring; help departments identify and address necessary adjustments to ensure budget and financial alignment; and recommend corrective actions as needed.
- Manage the budget amendment and adjustment process to include consulting with and making recommendations to department managers and directors; gathering required forms and documentation; and ensuring that records are filed in accordance with established procedures.
- Review and analyze departmental submissions, including the evaluation of proposed program changes, and the Five-Year Capital and Operating Plans; assessing budget estimates for completeness and accuracy; and providing recommendations to ensure alignment with financial goals and organizational priorities.
- Prepare, analyze, and deliver financial reports on revenues and expenditures in accordance with financial policies and regulatory requirements.
- Develop and maintain budget process documentation, including instructions, forms, and training materials; and effectively communicate budget preparation information to city departments.
- Coordinate the preparation and publication of the proposed and adopted budget documents; prepare written reports and oral presentations on budget recommendations.
- Monitor the implementation of the annual budget throughout the year by analyzing budgets and spending trends; tracking the status of new budget initiatives; and seeking out and identifying new ways to improve operational efficiencies and optimize revenues.
- Utilize financial software and spreadsheet tools to review and manage data, and perform high-level and complex analysis; and provide reports and other deliverables.
- Assist in the annual audit and development of the Annual Financial Report
- Assist in the tracking and reporting of grant funds.
- Respond to internal and public inquiries in a courteous manner; provide information within the area of assignment; resolve complaints in an efficient and timely manner.

Minimum Qualifications
Education, Training and Experience:
- Bachelor’s degree from an accredited college or university with major coursework in Public or Business Administration or related field. A Master’s Degree in a related field is highly preferable
- Five years of professional experience in governmental budgeting or finance
OR
- Equivalent combination of education and experience.
Licenses and Certifications:
- A valid State driver license
- CGFO certification preferred
