POSITION SUMMARY:
An employee in this position manages and supports circulations services and departmental staff of the Library for Harnett County. Work includes: managing circulation operations and departmental staff for the Department; assisting patrons in use of Library services; maintaining financial records related to circulation activities; and participating in a variety of meetings, committees, consortia, and/or other related groups to communicate information regarding services, information resources, continuing education opportunities, and/or other pertinent information as appropriate.
Position Duties
ESSENTIAL FUNCTIONS OF THE POSITION:
- Participates in the development and enforcement of operating policies and procedures for the Library.
- Responsible for circulation operations; evaluates circulation operating procedures, and makes adjustments as needed to improve efficiency.
- Participates in the selection, supervision, training, and evaluation of personnel; works with employees to correct deficiencies, including implementing discipline and recommending termination.
- Plans, prioritizes, assigns, supervises, and review the work of departmental staff.
- Creates and manages monthly circulation desk schedule.
- Creates and manages full-time schedule for Adult Services and Childrens Services departments.
- Assists Library patrons in the use of Library resources, facilities, technology, and equipment; refers inquiries to an appropriate source.
- Conducts routine to complex circulation activities, including: checking Library materials in and out; registering and issuing cards; calculating and collecting fines and fees; shelving; and explaining County Library circulation policies and procedures.
- Maintains accurate records of financial transactions at the branch library, including cash register receipts; makes timely and accurate bank deposits.
- Receives and responds to Library patron concerns and questions; resolves issues as necessary.
- Manages resource sharing operations among the main library, branch libraries, affiliate libraries, and NC Cardinal Library systems.
- Responds to circulation questions and issues from patrons, main library, branch, affiliate, and Cardinal Library systems staff.
- Ensures the library facility, grounds and all equipment are in good and safe working order; remains alert and aware of potential problem situations developing within the building or grounds.
- Identifies cataloging errors; refers books or materials to technical unit.
- Inspects damaged circulation materials, including books, audiobooks, and equipment.
- Maintains records, prepares reports, and compiles statistical data on circulation operations and activities.
- Creates and updates promotional literature such as flyers and brochures in print and electronic formats.
- Collaborates with other departments on operational effectiveness.
- Works flexible hours including nights and weekends.
- Must be able to drive and operate a vehicle as needed.
- Performs other related duties as assigned.
Minimum Qualifications
MINIMUM REQUIREMENTS TO PERFORM WORK:
- Master’s degree in library science, management, or a related field;
- Two (2) years of related library work in a public library including supervisory or administrative experience;
- Or equivalent education and/or experience.
- Possession of a valid North Carolina driver's license.
- Possession of NC Public Librarian Certification is desired.
- Possession of a Public Notary certification (or willingness to obtain within one (1) year of hire).
KNOWLEDGE, SKILLS, and ABILITIES:
- Knowledge of the principles, practices, and techniques of modern library operation.
- Knowledge of the library circulation functions.
- Knowledge of principles and practices of supervision, training, personnel management, performance evaluation, and employee relations.
- Knowledge of cash management principles and procedures.
- Skill in communicating, both verbally and in writing.
- Ability to coordinate, supervise, train, and evaluate personnel and volunteers.
- Ability to analyze, interpret, and explain Department policies and procedures.
- Ability to exercise initiative and independent judgment.
- Ability to remain calm when faced with difficult situations and/or several people at the same time.
- Ability to handle situations with tact and firmness.
- Ability to establish and maintain effective working relationships with Library patrons, associates, government officials, and vendors.
- Ability to maintain accurate records and statistics.
- Ability to multitask efficiently.
Other Qualifications
PHYSICAL DEMANDS:
Must be able to perform light work frequently exerting up to 10 pounds of force to lift, carry, push, pull, or otherwise move objects; and occasionally requiring to exert up to 20 pounds of force to move objects. This work also involves the physical abilities of crouching, grasping, handling, perceiving sounds at normal speaking levels, discriminating among sounds, kneeling, lifting, having manual dexterity, using mental acuity, pulling, pushing, reaching, speaking, standing, stooping, expressing ideas by the spoken word, and walking. An incumbent must also possess the visual acuity to prepare and analyze data and figures, to operate a computer, for extensive reading for visual inspection of books and materials at distances close the eyes, and for use of measurement devices.
WORK ENVIRONMENT:
The employee works in a library environment. Job duties require working flexible hours including nights and weekends.
