Duties

You will manage an offshore sailing program at the United States Naval Academy.,You will train other instructors and Midshipmen in Sailing fundamentals and safety at sea, with an emphasis on life-saving and critical actions to take in the event of foul weather, equipment casualties, or injuries at sea.,You will implement program goals and objectives, while providing quality on-the-water (OTW) and classroom instruction to midshipmen, officers, civilian faculty members, and volunteers as well as other instructors.,You will work with CSTS deputy director to standardize sail training practices for beginner, intermediate, and advanced personnel.,You will perform as the Director of Command and Seamanship Training Squadron (CSTS), and responsible for seamanship and leadership training in CSTS.,You will establish procedures, lesson plans, curricula, lectures, teaching aids and drills for training sessions. Training sessions can be either in the classroom or underway on Navy 44 Sail Training Craft (STC).

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Directing and designing sailing related training including establishing procedures, lesson plans, curricula, lectures, teaching aids and drills; 2) Providing on-the-water and classroom instruction; 3) Teaching navigation, basic water and boating safety, sailing and seamanship; 4) Guiding, leading and advising personnel and providing recommendations for improving other instructors, procedures, standards, and specialized equipment used in sailing/boating; 5) 6,000 Nautical Miles of offshore sailing experience; 6) Teaching Sailing to both young people and adults across all skill levels; and 7) Working with and following US Sailing's Safety Equipment Regulations. Education

In lieu of specialized experience, you may qualify with the following education: Successfully completed a Ph.D. or equivalent doctoral degree in Education or a subject area directly related to the position to be filled OR Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree in Education or a subject area directly related to the position to be filled. OR Successfully completed an LL.M. degree that is directly related to the position being filled. This position is covered by the Department of Defense Priority Placement Program. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. You will be exposed to potentially hazardous conditions as the majority of work is performed outdoors on the water in all weather conditions, day and night, sometimes for extended periods of time and in very hot and humid conditions or in cold or freezing conditions. At times, the work is inherently hazardous involving exposure to potentially dangerous situations and requiring very conservative application of safety precautions.
