Job Purpose

Location: In this secondment role, we support hybrid working with a minimum of 2 days per week in the Leeds office.

Job Purpose: The successful candidate will lead the National Wealth Fund’s blended finance unit to enable NWF to deliver a pipeline of joint programmes of financial transactions with Government departments, in support of government policy and missions. This role will embed ‘blended finance’ as a core internal capability within the NWF, leading a small direct team and working with functions across the Fund to champion blended finance, develop central expertise and guidance, and build capacity in delivering transactions in line with the Financial Transactions Control Framework. ​
 
Key Accountabilities:

  • Set the strategic direction for the role of blended finance in the NWF’s strategy, including the role that joint programmes of financial transactions with government departments can and should play in delivering on the Fund’s wider objectives. ​
  • Provide effective, inspiring and empowering leadership of the National Wealth Fund blended finance unit, enabling teams from across the Fund to deliver in a cohesive and mutually supportive manner.​
  • Champion the NWF’s use of blended finance with government to deliver on its growth and clean energy mission, including through investing in growth-driving sectors of the Industrial Strategy, in support of the infrastructure strategy, and through local growth plan priorities. ​
  • Ensure the effective programme management of the Fund’s blended finance transactions, working with Banking and Investment, Local Authority, policy and project management leads, including ensuring progress through appropriate internal governance gates. ​
  • Build, develop and maintain blended finance guidance and case studies to enable teams to effectively triage, design and progress blended finance opportunities with government from initial scoping to deployment of capital. ​
  • Build capability, knowledge and expertise of blended finance within NWF, to support blended finance opportunities, including by developing and delivering training internally and with partners​
  • Develop an innovation-led approach to the work: testing and codifying successful approaches and learning from and shutting down approaches that don’t work.​
  • Work with Impact colleagues to measure and assess impact of work.​
  • Work with sector and functional colleagues to design and deliver a service arm offer under HMT’s Financial Transactions Control Framework, where appropriate. ​
  • Lead the delivery of one or more blended finance programme or project in one sector, ensuring the unit’s work is grounded in practical delivery of a joint financial transaction with a department. ​
  • Develop strong, effective relationships with both HM Treasury and those across government developing ways to deploy Financial Transactions to deliver on the government’s missions, including building their knowledge and expertise of NWF’s offer. ​
  • Build and leverage a wide range of relationships with civil society groups and practitioners operating on blended finance, both in UK and overseas, to learn from these experiences and to build the Fund’s influence and reputation.​
  • Courageously and thoughtfully challenge colleagues and partners to ensure both the Fund and government maximises opportunities for policy impact and value for money in deploying capital in support of its missions.​
  • Act as an effective ambassador of the blended finance unit at NWF, with a wide range of organisations and senior stakeholders, including representing the Fund on public platforms.

Experience, Knowledge and Skills:

  • Extensive experience of the delivery of government public policy​
  • Significant experience of designing, delivering or working within a blended finance function or similar environment. ​
  • Experience developing and implementing strategy, resolving complex issues effectively and quickly​
  • Confident and capable engaging with and influencing internal and external senior partners, creating and nurturing strategic relationships​
  • Significant experience of working at a senior level within an investment-focused government department, local authority, delivery partner or public finance institution​
  • Relevant degree level education, or equivalent experience​
  • Be a skilled communicator, both in writing and in person, and passionate about contributing to the positive culture of the organisation.​
  • Experience managing and mentoring junior members of the team.
