The City of Portland Bureau of Environmental Services (BES) is seeking a strong collaborator and communicator with a background in engineering for an exciting position. BES’s Engineering Services Group (ESG) is seeking an Analyst III to manage the bureau’s engineering Standards and Practices Program. The BES Standards and Practices Program is responsible for ongoing development, refinement, and application of technical standards and practices for design and construction of capital projects within the bureau’s Capital Improvement Program (CIP). The program leads updates to various technical manuals and review of capital projects contract documents for as many as 200 active CIP projects at project design milestones. This position plays a critical role in successful CIP delivery, in part by providing quality assurance and consistency of project documents.
This position monitors, evaluates, and communicates expectations to staff on standard practices and quality assurance procedures for successful and consistent project delivery. This position has a priority focus on developing robust delivery and quality assurance functions appropriate to a wide array of complex capital projects ranging in size, with varying schedules and budgets. This position requires critical investigative abilities, judgment, and discretion to make recommendations to the BES Chief Engineer and other leaders with organizational impacts across broad and diverse stakeholder groups. This position is a key liaison between internal BES Workgroups as well as other City bureaus. The position also leads the work of program support staff.
What you’ll get to do:
- Manage the BES Engineering Standards and Practices Program, including facilitating collaborative technical committees, leading technical manual updates, providing training and guidance to technical staff, and developing recommendations for the Chief Engineer and other leaders.
- Foster a culture of innovation in capital project delivery methods.
- Be a change agent for updates and alignment of practices.
- Lead the bureau's Quality Assurance program for engineering project delivery, including providing tools and templates and reviewing project documents.
- Coordinate and collaborate with stakeholders throughout BES and across the City to align engineering standards and practices.
- Serve as the liaison to vendors for outside materials, products, and equipment.
- Lead the work of other staff assigned to the program

Position Duties
Applicants should specifically address and demonstrate in their cover letter and résumé how their education, training, and/or experience meet each of the following minimum qualifications:
- Knowledge of engineering terminology, practices, procedures, and basic principles; technical standards involved in design and construction engineering and specification development.
- Knowledge of principles of engineering, construction, and maintenance project management; contract management, including specification writing, cost estimating techniques, project tracking, and required documentation.
- Knowledge of city operating policies and departmental work procedures, and quality standards.
- Experience clearly presenting technical information in oral, written, graphic, or other forms; speaking in front of groups; coping with dissent and conflict.
- Experience communicating clearly, logically, and persuasively, both verbally and in writing; prepare clear, concise, and comprehensive reports, correspondence, and other documents involving organizational and technical information; communicate complex analytical topics to non-technical audiences.
Additional Requirements
- Six (6) years of professional and responsible experience performing technical or related work.
