Performs traditional purchasing work including the development, supervision, and related functions of the purchasing activities for government. Responsible for all aspects of purchasing within the dollar limits prescribed by law. Management Scope: Oversees the management of the Cook Chill warehouse, including 3 DSOs.

Responsibilities

1. Performs necessary purchasing procedures for the acquisition of supplies and services such as food, kitchen supplies, laundry, kitchen, and laundry equipment, office supplies, and chemicals. 

• Reviews and prioritizes requisitions and proposed specifications. • Research existing needs in order to match current market availability. 

• Prepares bid requests and specifications. 

• Schedules, receives, and analyzes bids. 

• Recommends proposals regarding the awarding of bids. 

• Monitors vendor compliance with all terms and conditions of the purchase order. 

• Provides necessary documentation to clerical staff, departments, divisions, officials, and vendors. 

2. Coordinates purchasing procedures; and serves as liaison between the Sheriff’s Department and other government departments and divisions. 

3. Performs related duties as required. 

• Resolves complaints from users, vendors, and the public. 

• Interviews and research potential and new vendors. 

• Provides input for the maintenance of vendor and commodity files. 

• Maintains current knowledge base of current developments in the purchasing. 

• Reviews new marketplace products and services. 

• Participates in planning and improving Sheriff’s Department operation. 

• Assumes the responsibilities of Purchasing Agent upon request. 

• Performs work to determine source of products, goods, and services. 

• Evaluates suppliers, goods, services, bids, and proposals.

 4. Performs other duties as assigned.

Qualifications

Education, Experience and Training: Education and experience equivalent to a Bachelor’s degree from an accredited college or university in a job related field of study. One (1) year work-related experience. Required Certifications: Certified Professional Public Buyer (CPPB) or equivalent preferred. Must obtain CPPB, or other related professional certifications, within three (3) years of being placed in this position. Special Requirements/Knowledge, Skills & Abilities: Skilled in the use of standard software applications. Ability to effectively communicate, both verbally and in writing, and establish and maintain effective working relationships with employees, departments, and the general public. Must possess a valid Texas driver’s license, with a good driving record. Physical/Environmental Requirements: Must be able to visit various off-site locations. Works in jail environment. May be exposed to extreme temperatures, such as coolers and freezers.
