ESSENTIAL DUTIES AND RESPONSIBILITIES – (ILLUSTRATIVE ONLY)

Ensures payroll is processed timely and accurately; develops best practices to improve efficiency of payroll processes.
Oversees employee payroll accounting, transactions, and reporting activities.
Assists in payroll calculations, deductions, insurance coverage, wage garnishments, tax filings, and child support in alignment with local, state, and federal law.
Maintains employee payroll records up-to-date and accurate.
Prepares employee wage summaries of earnings, taxes, deductions, leaves, retirement savings and benefits.
Addresses payroll related queries and requests from employees.
Reviews and recommends improvements to existing payroll procedures.
Analyzes payroll problems and provide appropriate resolutions.
Follows and enforces federal, state, and local laws.
Coordinates with DPO to carry out payroll processing. Assists in audit operations and implement audit recommendations.
Supervises payroll staff, including responsibility for planning, training, organizing workflow, coordinating, and performance evaluation.
Prepares government reports, quarterly tax reports, W2’s and related year end reports.
Provides payroll training to new employees and managers.
Performs other duties, as assigned.
QUALIFICATIONS MINIMUM:
A typical way of obtaining the knowledge, skills and abilities outlined above is through graduation from an accredited college or university with a bachelor’s degree in a related field and three (3) years of experience performing a wide variety of accounting and/or bookkeeping, functions, with emphasis in payroll and payroll procedures. In addition, at least three (3) years of supervisory experience.
Note: Work experience, on a year-by-year, may be used to qualify in lieu of the education requirements.
Schedule: 8:30 am to 5:00 pm
Compensation: $32.00 to $34.00
LICENSES; CERTIFICATES; SPECIAL REQUIREMENTS
California driver’s license & current vehicle insurance/registration if driving; and,
Reliable means of transportation capable of passing vehicle safety inspection if more than five years old excluding all modes of two-wheeled transport inclusive of bicycles, mopeds and motorcycles

Theory, principles, practices of administration.
TPCP procedures, rules and regulations, and related documents governing Payroll.
TPCP PO policies and procedures and labor code provisions.
TPCP organization, operations, policies, and mission.
Research methods and data analysis techniques.
Principles and practices of sound business communication.
Standard business software, including word processing and spreadsheet programs.
Principles and practices of effective management and supervision.
