Division Description
The Division of Economic and Financial Opportunity (DEFO) assesses the eligibility of businesses for certification through the City's Minority and Women-owned Business Enterprise (M/WBE), Locally Based Business Enterprise (LBE), and Emerging Business Enterprise (EBE) Certification Programs, delivers services to help firms grow through government contracting, and oversees the compliance of citywide vendors with equal opportunity and MWBE utilization mandates.
Job Description:
The DEFO Policy Advisor supports the Divisions’ mission to make it easier for M/WBEs to compete for and perform on City, State and Federal contracts. The Policy Advisor will help support on the development, implementation, and evaluation of policies in alignment with division goals that encourage small businesses to seek certification, procurement technical assistance and capacity building services. The responsibilities of the Policy Advisor are strategic and analytical in providing actionable recommendations for developing critical policy and program initiatives and building and maintaining successful relationships with stakeholders and partners in an effort to support M/WBEs and enforce overall program goals and objectives. The ideal candidate has an interest in public policy, strong communication skills, and experience in developing policies at the governmental, organizational, or industry level.
The responsibilities of the Policy Advisor are not limited to:
- Developing and working to enhance policy, program resources and support services for M/WBEs;
- Assisting with critical policy and legislative needs for the agency and the Division;
- Aiding in preparations for legislative hearings by drafting written testimony and preparing the divisional Q&A documents;
- Providing help in both quantitative and qualitative analyses to help develop new and innovative policy and program initiatives;
- Compiling performance and outcome data for events, partners, and other city agencies;
- Conducting research and effectively synthesizing information into appropriate formats as needed and providing relevant recommendations;
- Assisting Deputy Commissioner in managing and interpreting political and policy developments and formulating agency strategy;
- Providing support in drafting necessary written materials, including presentations, talking points, responses speeches and select correspondence for the Deputy Commissioner, Division to external stakeholders and constituents and or events;
- Developing, coordinating, preparing, and helping to implement project plans to support program initiatives;
- Assisting an array of projects while monitoring and tracking success through to completion;
- Represent Division or agency in meetings, conferences and public forums advocating for the SBS policy positions;
- Liaising with relevant program stakeholders, external agencies, businesses, and advocates to cultivate and sustain partnerships, advance policy and program needs;
- Working with MWBE stakeholders pre and post implementation of policies and initiatives;
- Coordinating with outside entities around meetings and events that the Deputy Commissioner or Division will attend;
- Managing relationships with agency staff in order to collect pertinent data and information for the Deputy Commissioner;
- Proactively identifying and communicating challenges and opportunities for Deputy Commissioner and agency leadership;
- Assisting with event planning and coordination; representing the agency, programs and services at events as needed;
- Supporting communications efforts around policy and program initiatives; and
- Assisting with special projects as needed

Additional Information
This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37. However, note that per this program, employees may be required to report to the workplace in person if operational needs warrant.
COMMUNITY COORDINATOR - 56058
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
