About the Department

The Alameda County Water District (ACWD) located in Fremont, CA is seeking to fill an Engineering Technician-GIS position.  

Engineering Technician I: $87,972-$106,936 annually, plus benefits

Engineering Technician II: $103,496-$125,806 annually, plus benefits

The District announces an exciting career opportunity for a talented Engineering Technician-GIS to provide Geographic Information System (GIS) technical and administrative support in the District’s Development Services Division.

This position, under the close supervision of the Development Services Manager, plays a key role in documenting as-built conditions of water infrastructure, supporting the District’s GIS, mapping, and asset management by maintaining, updating, and delivering high-quality geospatial data, and collaborating with a wide variety of internal stakeholders and project applicants. 

This position’s key responsibilities include the following:

  • Create, update, and maintain the District’s GIS geodatabase related to water production, storage, and distribution facilities, including pipelines, valves, fire hydrants, water meters, and service laterals;
  • Maintains a list of District properties, updates property related information, deeds, easements, quitclaims, and other property-related updates;
  • Prepare and update maps, drawings, exhibits, reports for engineering design, construction, operations;
  • Perform GIS data entry, verification, and quality control of as-built drawings and engineering records; file as-built drawings per District standard procedures; Georeferencing and digitizing construction drawings;
  • Support field crews and construction inspectors by providing GIS data;
  • Assist in integrating GIS data with asset management, hydraulic modeling, and work order management systems;
    1. ACWD uses Cityworks Software for Asset Management (AMS) and Permits and Licensing (PLL) for development permit review and processing
  • Respond to internal and external GIS map and data requests;
  • Provide mapping and analysis for development and capital improvement projects, and emergency response;
  • Contribute to process improvements, data standards, and documentation of GIS workflows;
  • Prepare mapping for Board of Directors’ meeting agenda items to assure compliance with the Brown Act and applicable Conflict of Interest codes 
  • Create and update standard operating procedures for GIS tasks, cross-train District staff members as required;
  • Provides service to customers and respond to a variety of customer inquiries;
  • Assist with new and modified water service projects, assist other Development Services Engineering Technicians with customer-facing work; including field work, as required; 
  • Performs other related work as required. 

 IDEAL CANDIDATE:  Candidates that possess an Associate’s Degree in Geographic Information Systems, Engineering Technology, Drafting, Engineering are highly desirable.

Strong knowledge of:

  • GIS concepts, mapping principles, cartographic design, and spatial analysis
  • ESRI ArcMap, ArcGIS Online, ArcGIS Pro, and/or enterprise geodatabases.
  • Querying GIS databases, and creating and generating reports
  • Utility mapping, engineering drawings, and records.
  • Surveying documents, including tract maps, parcel maps, surveyed boundaries, plat maps and legal descriptions, easements, and quitclaims.
  • Basic principles of water distribution systems and water infrastructure.
  • Public Records requests and response procedures.

Position Duties

Skills & Abilities:

  • Read and interpret engineering drawings, maps, and construction records.
  • Perform GIS data entry, editing in GIS, and quality control and assurance.
  • Attention to detail and organization.
  • Communicate with both technical and non-technical staff.
  • Work independently and collaboratively on multiple projects.
  • Provide excellent customer service to staff, applicants and members of the public.
  • This position will be interfacing with staff and members of the public daily.
  • Should have strong interest in the water industry and working with the public.
  • Must be willing to work in the field. This position will be asked to assist with some field work occasionally and assist with other engineering technician or construction inspection tasks (for example, water quality sampling or fire hydrant flow testing).

Minimum Qualifications

REQUIREMENTS:

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.  A typical way to obtain the knowledge, skills, and abilities would be the equivalent of:

Education and Experience:

Both positions: Possession of an Associate’s degree in engineering or a related field;

Engineering Technician I: No work experience is required.

Engineering Technician II: Two (2) years of full-time experience equivalent to that of a Engineering Technician 1 within the District. 

Additional Requirements: Must possess a valid California Driver’s license and have a satisfactory driving record. 

Engineering Technician I: Must obtain a Grade 1 Water Distribution Certificate within 18 months of appointment, when assigned to the Development Services Division.

Engineering Technician II: Must possess a Grade 1 Water Distribution certificate within 18 months of appointment, when assigned to the Development Services Division.
