Job Title: Site Supervisor II (T-38 NDI/Fuels)
Location: 575th AMXS, Randolph AFB, TX
TASK DESCRIPTION
The Site Supervisor will be the primary interface with overall responsibility for the supervision of the Depot On-Site Contract Augmentee Teams 5th Generation (DOCAT 5) at the 575th Aircraft Maintenance Squadron (AMXS) (NDI/Fuels Mechanic) Joint Base San Antonio-Randolph Air Force Base (AFB), Texas (TX) providing Depot (D) Level maintenance such as accomplishing the production, installation, and testing of Time Compliance Technical Orders (TCTOs), modification, maintenance, inspections, removal, repair, and installation of aircraft parts and components on T-38A, B, and C aircraft models. Supervise day-to-day depot-level support maintenance in accordance with (IAW) the scope of the Performance Work Statement (PWS). Coordinate and manage technical and administrative operations and all other aspects of support program to ensure timely availability of weapon systems to meet specified operational requirements. Ensure Contractor Maintenance Services (CMS) meet or exceed contract performance requirements. Provide expertise and advice on technical and logistical matters and the effective use of CMS efforts. Coordinate maintenance program IAW all applicable Air Force maintenance management documents and directives.
RESPONSIBLITIES:
The Contractor on-site supervisor shall be responsible for timely completion of tasks assigned to their personnel In Accordance With (IAW) appropriate planning and scheduling and technical documents.
The on-site supervisor shall be responsible for ensuring that there is Contractor supervision or work lead support in each work area for daily work assignments and that Contractor employees are available for work daily.
The on-site supervisor shall be responsible for handling emergency time off for Contractor employees. The on-site supervisor shall notify the Government work area supervisor and COR daily, within the first hour of start time, of any manpower shortages to allow the Government to shift workload as appropriate. Manpower shortages that occur during the shift (i.e. contractor employees leaving early for any reason), shall be reported in the same manner within one (1) hour.
The on-site supervisor shall notify the Government supervisors and COR of scheduled leave of Contract employees on the first regular business day of each month via email, allowing the Government to properly schedule workload requirements. The on-site supervisor shall account for manpower requirements in work areas prior to allowing multiple personnel simultaneous time-off to ensure adequate Contractor workload coverage.
Under no circumstances shall Contractor employees make leave or emergency time-off requests directly to the Government supervisor, COR, or any other Government personnel. This shall only be done through the Contractor’s on-site supervisor or work lead.
The on-site supervisor or work lead shall be responsible for the reporting of any accident or incident involving Contractor personnel.
TASK REQUIREMENTS
- Performs duties as primary interface with Contracting Officer Representative (COR) and submits required reports accordingly including but not limited to: Certificate Of Completion and Acceptance (COCA), Certificate of Service (COS), Manning Reports, Contract Data Requirements List (CDRL), etc.
- Performs duties as primary interface with Corporate Program Manager and submits required reports accordingly including but not limited to: Certificate Of Completion and Acceptance (COCA), Certificate of Service (COS), Manning Reports, Weekly Activity Report, Payroll, Contract Data Requirements List (CDRL), etc.
- Performs duties as primary interface with Corporate Director of Quality and submits required reports accordingly.
- Provides local oversight of Quality Management System (QMS), training and safety programs.
- Accountable for assigned Company Owned Property, Government Furnished Property, and Government Furnished Equipment.
- Documents work performed on appropriate forms, electronic database and definitive sheets, as required.
- Performs other duties as assigned.
PREFERRED QUALIFICATIONS
- Extensive knowledge of Air Force Aviation Maintenance Program with a minimum of 20 years experience and 10 years experience supporting T-38 aircraft.
- Eight years as a Maintenance Officer or senior maintenance NCO responsible for Air Force Aviation Maintenance Program with a minimum 8 years of experience supervising aircraft maintenance support requirements or civilian equivalents.
- Extensive Quality Assurance background with 5 or more years experience.
- Prior contract management experience.
BASIC QUALIFICATIONS
- Contractor on-site supervisor shall be capable and qualified to perform the duties and responsibilities of all task order supervisory requirements.
· On-Site Supervisor minimum qualifications are as follows:
- At least 3 years of experience in the skill categories they will be supervising or a related field
- At least 1 year of experience directly supervising or leading personnel in a Government Contractor, or Civil Service maintenance capacity
- Site Supervisor shall possess required training, qualifications, proficiency, and security clearances and satisfy all access requirements prior to commencement of work.
Compensation
$84,000 - /year
Other Compensation
Employees will receive a health and welfare fringe benefit of $4.00 for every hour paid up to 40 hours a week.
