GENERAL RESPONSIBILITIES: 

The Director of Cultural Affairs is responsible for the overall fiscal management, direction, and leadership of the Library/Museum, Language, and Historical Preservation programs. The Director is responsible for oversight in advancing and preserving the culture, history and language of the Stockbridge-Munsee Mohican Tribal Nation through the identification and creation of optimal programming. 
 

STANDARD QUALIFICATIONS: 

All employees of Stockbridge Munsee Community must meet the following qualification: 

1.  Must submit to and pass a pre-employment drug and health screening. 

2.  Must be at least 18 years of age, unless otherwise stated on job description 

3.  Must maintain an acceptable departmental attendance record 

4.  Must be able to work weekends, nights and holidays 

5.  Must obtain and maintain Elder/Youth License as stated on job description. 

 

 DUTIES:

  1. Lead and manage a team of professionals to advance and preserve the culture, history and language of the Stockbridge-Munsee Mohican Tribal Nation through the identification and creation of optimal programming.
  2. Provide oversight of Native American Graves Protection and Repatriation.
  3. Provide oversight of Historic Preservation.
  4. Provide oversight and management duties for the Library and Museum
  5. Prepare, review, interpret, and analyze data that supports the creation and execution of a master strategic plan, including but not limited to short and long term goals, employee engagement, budgets and grant funding, key performance indicators, and other measurable outcomes.
  6. Create and develop resource material and other resources for use by SMC Tribal Community through use of technology and other methods.
  7. Support and work cooperatively with appropriate committees, divisions, and departments through formal and informal partnerships to ensure preservation of language and culture.
  8. Ensure standard operating procedures are aligned with Tribal long term strategy, SMC policies and in coordination with other Tribal initiatives.
  9. Build opportunities for other areas of the SMC to integrate culture and language into their programs.
  10. Develop appropriate financial and programmatic metrics to build accountability, measure results and optimize programs’ impacts.
  11. Oversee the development of a comprehensive budget for the Cultural Affairs departments to present to the Tribal Council for approval.
  12. Ensure all grant funds, contracts and agreements are properly executed.
  13. Serve as a mentor, coach and positive role model for ethical behavior.
  14. Represent the Stockbridge-Munsee Community at appropriate venues as participant; teacher, presenter, or facilitator.
  15. Work with off-reservation educational entities to set up special programs.
  16. Aggressively pursue and apply for future funding for cultural activities.
  17. Support local cultural events as requested by departments and other community partners. Work with and provide technical assistance to all Tribal Programs and educational entities as requested.
  18. Oversee budgets for the Cultural Heritage areas.
  19. Provide reports to the supervisor or Tribal Council as requested.
  20. Attend SMC Tribal Council meetings when necessary.
  21. Directly supervises the Staff Team Leaders in a collaborative environment, promoting teamwork and internal supportive systems for strategic planning.
  22. Work with the appropriate boards/committees to receive guidance and suggestions in order to provide services to the designated client base.
  23. Provide administrative direction for all cultural programs.
  24. Direct and oversee planning efforts to create a long-term vision and establish goals for the department. Ensure that new and sustained activities are consistent with overall Tribal/community needs.
  25. Must be able to provide the highest quality of service available while operating within the annual budget approved by Tribal Council.
  26. Required to attend job related, in-service, meetings, and training to maintain professional and technical knowledge.
  27. Must adhere to tribal law and other applicable laws as well as tribal personnel policies and procedures.

The duties and responsibilities will be subject to change based on organizational needs and/or deemed necessary by the supervisor.

 

QUALIFICATIONS: 

 

  1. Master’s Degree in arts, history, Native American studies, museum studies or similar degree is preferred. A minimum of a bachelor’s degree is required in the above listed fields.
  2. Three years of experience managing a budget is required.
  3. Must be a Tribally enrolled member or a direct descendant of the Stockbridge Munsee Community.
  4. Minimum of three-years previous supervisory experience required with specific field-related leadership experience.
  5. Shall possess an in-depth knowledge of SMC history, culture and traditions.
  6. Must have appropriate technology skills related to preparing museum exhibits and caring for artifacts.
  7. Thorough understanding of Native American culture, history, tradition, and artifacts necessary.
  8. Ability to identify, analyze, disseminate, and develop creative response models to address community wide issues and challenges, in coordination with other departments and Tribal Council.
  9. Thorough understanding of budgets, strategic planning and oversight of tactical execution.
  10. Must be able to demonstrate financial management background.
  11. Must participate in language training activities;
  12. The ability to prepare, write, read, understand, and manage annual fiscal budgets is required and must be demonstrated.
  13. Must be able to effectively create written long-term and short-term goals.
  14. Must be able to manage a diverse staff using methods in coaching, teaching, and corrective counseling; that enabling staff to grow within the framework of their job.
  15. Knowledge of computers and various software packages required.
  16. Must have skills to be able to maintain confidentiality.
  17. Must possess high degree of oral and written communication skills.
  18. Must possess strong organizational skills.
  19. Must possess the ability work with others in a team atmosphere.
  20. Must be willing to attend all applicable training.
  21. Must be eligible for coverage under the employer’s liability insurance.
  22. Must have demonstrated ability to maintain satisfactory working record in any prior or current employment.
  23. Must be able to meet physical requirements of position.
  24. Must have a valid driver’s license, reliable transportation, and insurance are required. Must obtain a Wisconsin driver’s license within 30 days of employment if applicant has an out-of-state driver’s license.  Must meet and maintain the eligibility to operate a personal or tribal vehicle under the driver acceptability guidelines as established by Mohican Nation Insurance.

 

 

PHYSICAL REQUIREMENTS/WORK ENVIRONMENT 

1. This position requires a lot of sitting with occasionally stoop, kneel, crouch, and lift and/or move up to twenty-five (25) pounds. 

2. Evening and/or weekend is required. Extended hours and irregular shifts may be required. 

3. Work environment requires excellent personal hygiene due to working in close proximity to others and in an enclosed area. 

4. A Tuberculosis (TB) Screening and/or TB Skin Test may be required.
