Responsibilities
2. Develops strategic goals and objectives related to the department’s mission; designs and executes research studies to guide effective use of information and resources to determine the types and levels of services, programs and policies to be provided to the community; monitors and evaluates delivery and performance of services, programs and policies; assists the Director in the formulation and implementation of departmental reforms aiming at the modernization of public health and human services delivery.
3. Calculates various costs related to public health, health care and human services; performs economic analysis and model plans for public health, health-care and human services programs; develops health economic issues and methods to optimize cost-effectiveness for departmental programs and activities; provides recommendations and consultations to the division leaders on the administration of comprehensive departmental programs based on needs and available resources.
4. Develops and coordinates cutting-edge research to enhance quality of programs and services provided, policy relevance, and the reach and influence of the health and human services work carried out by the department; communicates and distributes academic literature, presentations and reports on research findings to update about new issues, solutions and other topics.
5. Performs other duties as assigned.
Qualifications
Education and experience equivalent to a Master’s degree from an accredited college or university required, preferably in Economics, Health Economics, Statistics, or in a job related field of study. A doctoral degree (PhD) in one of these subjects is preferred. One (1) years of professional work-related experience in the area of health economics.
Experience collecting economic data (in any setting) and/or working with costing tools. Experience working with large analytic datasets and prior experience with data management. Demonstrated experience with data analysis, including techniques necessary for data derived from surveys using complex sampling. Demonstrated comfort and fluency in quantitative analysis, and proficient with statistical analysis and data presentation software programs. Knowledge of research design and implementation. Technical skills to write reports, prepare briefings, and coherently present results.

Good understanding of the subject of economics

Physical/Environmental Requirements:
Standard office environment. Ability to travel to various work site locations.
