Program Management
KNOWLEDGE, SKILLS AND ABILITIES:
- Managing work programs or capital plans for a transportation agency including, but not limited to:
- Bond financing, planning, project development
- Public procurement, processes and policies
- Construction support, right of way, maintenance and operations.
- Technical knowledge of limited access facilities including roadway, structures, and tolling systems.
- Excellent verbal and written communication skills.
- Management skills required to lead and direct a team of engineers, Managers, support staff and subconsultants.
ESSENTIAL JOB FUNCTIONS:
- Provides supervision and oversight of personnel in the following areas:
- Professional Services negotiation and contract management
- Project Management
- Expressway and tolling infrastructure construction.
- Traffic and ITS operations
- Planning, production and implementation of Capital and Transportation Improvement Plans
- Environmental and corridor studies
- Right‐of‐way program management
- Roadway, tolling and bridge design and construction
- Construction negotiation and contract administration
- Constructability and Bid‐ability reviews
- Geotechnical, Survey and Public Involvement
- Program Controls – develop, track and project capital expenditures
- Provides consulting services on federal, state and local policies related to transportation planning, design and construction.
- Analyzes complex, technical and administrative problems and provide recommendations and assistance in implementing an effective course of action.
EXPERIENCE:
- Typically, ten (10) years of experience providing engineering/management services, at least two (2) of those years at a similar management level.
EDUCATION:
- Bachelors’ Degree in Engineering
- Registration in Florida as a Professional Engineer (P.E.) or licensed as a Professional Engineer in another state and able to obtain license in Florida.
