Overview:

GDC IT Solutions is currently seeking a Technical Writer to work in a hybrid capacity, with a minimum of one on-site day per month at the Pennsylvania Department of Health. This role supports the state's data modernization initiative. Candidates must reside within Pennsylvania and will work primarily remotely in collaboration with teams modernizing the Enterprise Data Warehouse (EDW) using Microsoft Azure technologies.

As a Technical Writer, you will be responsible for supporting the Pennsylvania Department of Health (DOH) and Department of Drug and Alcohol Programs (DDAP) through the development of high-quality documentation across a variety of data and technology initiatives. Your work will directly support the analysis, reporting, and modernization of the EDW, as well as its migration to Azure cloud infrastructure. You will collaborate with public health professionals, analysts, and developers to elicit requirements, translate technical concepts, and deliver clear, concise documentation that enhances communication and project success across stakeholder teams.

Responsibilities:
  • Create and maintain user guides, business requirements, technical specifications, test plans, and procedural documentation for EDW systems.

  • Participate in requirements gathering using interviews, workshops, questionnaires, and workflow analysis.

  • Translate stakeholder needs into functional and technical documentation understandable by both business users and technical teams.

  • Prepare wireframes, diagrams, charts, and process models to guide solution development.

  • Perform data analysis for quality, accuracy, and duplication, using SQL queries and scripts.

  • Develop test plans and execute various types of testing (functional, integration, UAT, regression, security).

  • Track work progress, manage assignments, and provide weekly status updates via SharePoint and Daptiv.

  • Maintain document libraries, templates, and process standards to ensure quality and consistency.

  • Give presentations to EDW teams and stakeholder groups as needed.

  • Work collaboratively with developers, DBAs, analysts, and public health professionals to meet project milestones.

  • Provide feedback and suggestions to improve documentation processes and project communication.

  • Adhere to all state and federal documentation standards and best practices.

Minimum Qualifications:
  • 5+ years of senior-level experience in business and system use case documentation using established methodologies.

  • 5+ years of experience gathering, analyzing, and validating business and data requirements.

  • 5+ years of experience translating business requirements into functional and technical specifications.

  • 5+ years of hands-on experience with SQL Server, including T-SQL scripting and queries.

  • 5+ years of experience with Azure DevOps and Agile/Scrum methodologies.

  • Strong experience performing data validation and quality checks across large datasets.

  • Skilled in creating diagrams, process models, and other visuals to support documentation.

  • Experience planning and conducting various forms of software testing.

  • Excellent communication and interpersonal skills with demonstrated ability to document clearly and concisely.

  • Strong organizational skills and the ability to manage multiple concurrent projects.

  • Bachelor’s degree in a related field or equivalent work experience.
