About the Department

Under general direction, manages, supervises, and coordinates the activities, operations, and maintenance of the City's wastewater utility division; coordinates assigned activities with other divisions, outside agencies, and the general public, and provide highly responsible and complex staff assistance to the department director.  Exercises supervision over supervisory, professional, technical, and administrative staff.


Position Duties

Examples of duties may include, but are not limited to, the following:

  • Provides leadership, management, and direction for all wastewater utility division activities;
  • Establishes goals, objectives, schedules, and methods of wastewater collection and treatment and recycled water production;
  • Makes recommendations and develops long-range plans;
  • Plans, assigns, supervises, and evaluates the work of assigned staff;
  • Interviews, hires, trains, and supports the professional development of staff;
  • Prepares, administers, and monitors division budgets;
  • Manages the procurement process for the division and administers contracts and agreements;
  • Provides recommendations to improve efficiency and reduce costs;
  • Represent the department at public meetings and participate in dissemination of public information related to wastewater and recycled water treatment activities;
  • Investigate and review accidents involving wastewater personnel and equipment;
  • Researches, applies for, and manages grant funded projects;
  • Serves as a liaison with other City departments and outside agencies and services on various boards, commissions, and committees;
  • Ensures division operations comply with local, state, and federal regulations and standards;
  • Makes critical decisions to resolve emergency conditions;
  • Prepares reports and other necessary correspondence, makes presentations;
  • Completes complex calculations, studies, research and analysis;
  • Stays abreast of new industry trends and innovations including new legislation;
  • Responds to and resolves citizen inquiries and complaints; and
  • Perform related duties and responsibilities as assigned.

Minimum Qualifications

 Experience: 

  • Five years of increasingly responsible experience in wastewater treatment, operations and maintenance; and
  • Three years of supervisory or management experience in wastewater treatment and wastewater collections systems;

 Training: 

  • Bachelor's degree with major course work in chemistry, biology, civil or environmental engineering or a related field.

 License or Certificate: 

  • Possession of Grade 5 Wastewater Treatment Certificate issued by the California State Water Resources Control Board;
  • Possession and maintenance of an appropriate, valid California driver's license.

 Special Requirements

Essential duties require the following physical skills and work environment: 

  • Ability to work in a standard office environment; ability to travel to different sites and locations; 
  • Ability to talk and hear; use hands, fingers, and arms to handle, feel, and reach;
  • Ability to sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, climb, and lift 25 lbs.;
  • Exposure to heat, noise, outdoors, vibration, confining work space, chemicals, wastewater, mechanical hazards, and electrical hazards, and traffic hazards.
  • Ability to walk on uneven surfaces.
