Performs intermediate semiskilled work on a variety of construction, maintenance and repair projects; operates equipment in connection with tasks; does related work as required. Work is performed under regular supervision. 
 

Position Duties

 
The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification.   It is not necessarily descriptive of any one position in the class. The omission of an essential function does not preclude management from assigning duties not listed herein if such duties are a logical assignment to the position. 

Performs a variety of semiskilled tasks in the construction, maintenance, and repair of Right of Ways (ROW), drain ways, streets, sidewalks, stormwater infrastructure, and utilities infrastructure.

Assembles and uses small tools and materials required for tasks.

Assists in the training of new Maintenance Worker I employees in all maintenance functions.

Acts as lead worker in the absence of the Maintenance Worker III or Crew Leader.

Serves as essential personnel during natural or man-made disasters and emergencies.

Performs related tasks as required.

Specialized Functions in the Operations Division (Asphalt/Trees, Concrete, Stormwater):

Uses bucket truck to trim trees and tree limbs along the City’s ROW and uses chipper to grind debris and properly haul away.

Pours and finishes concrete; grades area, sets forms, and grinds concrete trip hazards.

Patches asphalt and grades ditches.

Sprays a variety of chemicals, herbicides, and pesticides in the maintenance of Stormwater ponds.

Installs, repairs, and maintains fences, landscaping and sod, drainage, walkways and other public-use areas.

Ensures grounds and ROW are free from debris and mows and maintains grounds of assigned areas as scheduled, and makes minor repairs to equipment.

Operates dump trucks, tractors, mowers, backhoes, and various hand tools in performance of tasks.

Specialized functions in the Utilities Division (Water Distribution, Wastewater Collections):

Connects and disconnects water service for new customers and for non-payment.
Reads and maintains water meters; sets meters, repairs malfunctioning meters and backflow devices.

Performs intermediate repair, maintenance, and plumbing work to PVC and pipe fittings, polyethylene tubing, water service lines and water mains, air release valves, pumps and valves, etc.

Flushes hydrants and mains, checks lines for chlorine content.

Repairs sewer cleanouts and manholes.

Reads lift station, alternative water and sewer meters.

Operates a crane truck in the performance of repair and maintenance tasks.

Maintains property around lift stations.

Receives and processes work orders and maintains files and records relating to daily activities.

Responds to emergency call-back work after hours, and performs on-call duties on a rotating basis.


Minimum Qualifications

Applicants must be a minimum of 18 years of age and possess a high school diploma or GED with specialized vocational training.  Requires a minimum of one (1) year of experience in construction and maintenance work.   A valid Florida driver license is required as well as a valid commercial learner’s permit (CLP) at the time of application.   An equivalent combination of education, training, and experience may be considered.  A valid commercial driver license (CDL) required (Florida CDL is required within 30 days from date of hire).

SPECIAL REQUIREMENTS
Must be able to work on-call as needed and determined by department.

Maintenance Worker Progressive Promotional Program:

Internal candidates become eligible for a progressive promotion to a Maintenance Worker II position should they meet the following eligibility criteria: possession of a High School diploma or GED, two (2) years of experience as a Maintenance Worker I with the City of Oviedo, and an overall Performance Evaluation Score of at least Satisfactory (2.0) on the two previous Performance Evaluations. Eligibility is also contingent on the internal candidate having received no more than one (1) formal written reprimand during the previous two years of service.   Eligible internal candidates must obtain a CDL within twelve (12) months of the progressive promotion. Failure to obtain CDL within twelve (12) months will result in the employee returning to the position and pay of previous job assignment.


Knowledge, Skills and Abilities:
 
Knowledge of the safe use, operation and preventive maintenance of the equipment to which assigned; skill in the use of equipment to which assigned.

Ability to understand and follow specific oral and/or written instructions.

Ability to perform manual labor for extended periods, often under unfavorable weather conditions.

Ability to lift heavy articles and perform any essential job tasks in a quick and efficient manner.

Ability to read and write in English.

Ability to establish and maintain effective working relationships with associates.

Ability to work varied shifts according to the needs of the department.
