Duties
As a Supvsy Intelligence Operations Spec, you will: Establish policies, procedures, and process maps, formulate plans, and implement strategies in all assigned program areas. Develop and adjust long-range strategic plans for the development and improvement of all HUD intelligence operations and national security programs such as insider threat, intelligence/counterintelligence, COMSEC, and OPSEC, ensuring that plans meet mission requirements and incorporate technological advances. Manage and oversee all national security and intelligence data/information, to include information provided by HUD Program Offices, the Office of Disaster Management (ODM), unclassified/classified networks, telephone calls, reports from industry, information from other Federal agencies, the media, and other sources. Synthesize information and make rapid decisions as events unfold in real-time. Design, implement, and manage HUD's Watch Centers (HWC) at Headquarters (HQ) and Mount Weather (MW) to serve as a central point of control and coordination during major events and emergency situations.
Requirements
The official duty station for this position will be in Washington, District of Columbia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal. Key Requirements: Must be U.S. Citizen or U.S. National. A one year probationary period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period. A one year supervisory or managerial probationary period may be required. Must successfully complete a background investigation. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer. If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so. Qualifications
You must meet the following requirements by the closing date of this announcement. Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes: Leading intelligence and insider risk programs, including analyzing raw and finished intelligence, conducting threat assessments, and using tools like User Activity Monitoring (UAM) to identify anomalous behavior; AND Collecting and evaluating sensitive data from multiple sources to support incident response and inform operational decisions; AND Developing and implementing national security and emergency management policies, plans, and risk assessments; AND Leading various teams supporting intelligence and crisis response functions, aligning activities with mission objectives and federal requirements.
