Job Title: Utility Grant Specialist
Location: Remote
Position Overview:
Vantage Point Solutions is seeking a knowledgeable and detail-driven Utility Grant Specialist to support our utility clients in securing and managing critical funding from federal and state programs. This role will focus on identifying grant opportunities, leading application efforts, and ensuring compliance throughout the funding lifecycle.
The ideal candidate brings hands-on experience with FEMA’s Public Assistance (PA) and Hazard Mitigation Grant Program (HMGP), along with a solid understanding of broader infrastructure funding sources. We’re looking for a proactive professional who is passionate about strengthening communities by helping electric utilities access the resources they need to build resilience and drive long-term improvement.
Key Responsibilities:
Grant Opportunity Research & Strategy:
- Identify and monitor relevant federal, state, and local grant opportunities, for electric utilities including FEMA PA, FEMA HMGP and other related utility infrastructure programs.
- Evaluate eligibility criteria and funding alignment with client goals and VPS capabilities.
- Advise internal teams and clients on strategic approaches to maximize funding potential.
Grant Writing & Application Development:
- Lead the preparation and submission of grant applications, including narrative development, budgets, and other supporting documentation as may be required based on specific programs.
- Coordinate closely with internal departments (engineering, regulatory, environmental) to gather technical input and ensure application accuracy.
- Ensure applications meet program requirements, submission deadlines, and compliance standards.
Post Award Management & Compliance:
- Assist clients in managing awarded grants, including tracking deliverables, deadlines, and required reporting.
- Support submission of reimbursement requests, documentation for audits, and compliance with federal procurement and labor rules (e.g., Davis-Bacon, Buy America).
- Develop and implement grant tracking tools, templates, and documentation systems to support efficient grant lifecycle management.
Client & Stakeholder Support:
- Serve as a primary point of contact for clients navigating FEMA and other federal and state government funding processes.
- Provide hands-on guidance for FEMA grant workflows, including damage assessments, project worksheets, and coordination with state/local emergency management offices.
- Foster strong relationships with Rural Development Offices, grant program officials, and client stakeholders to ensure successful collaboration.
Internal Development & Business Support:
- Contribute to the growth of VPS’s grant services team by supporting internal training, process development, and knowledge sharing.
- Support business development efforts through proposal writing, scoping, and identifying cross-functional opportunities with VPS’s regulatory and engineering teams.
- Stay current on funding trends, compliance updates, and program changes to ensure VPS and its clients remain ahead of the curve.
Qualifications:
Education:
- Bachelor’s degree in Public Administration, Finance, Accounting, Business, Political Science, or a related field.
Experience:
- Minimum 5 years of experience in grant writing, grant management, or FEMA-related consulting.
- Knowledge of federal and state grant programs.
- Strong organizational, writing, and project management skills.
- Familiarity with grant portals and systems (e.g., FEMA GO, Grants.gov).
- Ability to manage multiple deadlines and communicate effectively with clients, stakeholders and internal VPS team members.
Skills and Abilities:
- Excellent written and verbal communication skills.
- Ability to manage multiple priorities and deadlines in a fast-paced, client-facing environment.
- Analytical thinker with a proactive, solutions-oriented mindset.
- Experience with electric cooperatives, municipal utilities, or other utility providers.
Preferred:
- Knowledge of procurement, Davis-Bacon, NEPA, or federal audit requirements.
- Certification in grant writing, emergency management, or compliance (e.g., GPC, CEM).
- Contribute to the growth and evolution of VPS’s consulting practice by assisting in business development and team building.
