The Billing Analyst performs high-level data coordination and analysis functions to support the department’s overall mission – timely and accurate management of the Utility Billing database. Audits billing records for accuracy and completeness. Makes decisions as to adequacy and correctness of information and ensures that proper procedures are followed to prevent abuse or misuse. Assists in development and updating Utility Billing water and sewer rates. Assists and prepares yearly reports and administers Municipal Utility District (MUD) contracts and monitors contract compliance pertaining to Utility Billing.
Position Duties
- Auditing: Audits customer accounts yearly. Scrutinizes billing system reports daily, examining adjustment reports and credit refund activity, reconciling and/or reporting any irregularities to Utility Billing Manager. Generates additional reports from the billing system to audit accounts and assure customers are being billed correctly. Reviews, monitors and recommends raising deposits when needed. Monitors high consumption accounts, Utility Bonds, and reviews various billing reports.
- Reporting: Assists in developing various monthly system reports for analytical review by the Utility Billing Manager. Compiles and prepares yearly reports for Utility Billing Manager’s review and approval, including but not limited to: Ten Top User Report, Harris Galveston Coastal Subsidence District Report, COB Unaccountable Water, Texas Water Development Board annual and five year reports, and Program Summary for comprehensive financial reports.
- Reviews, monitors, analyzes, and prepares atypical (manual) billings and adjustments including but not limited to: MUD Billings and Cooling Tower adjustments. Administers Municipal Utility District (MUD) contracts and monitors contract compliance pertaining to Utility Billing. Assists in researching and gathering data in the development of water and sewer rates.
- Assists with resolving customer disputes concerning past and current charges. Supports and assists the Billing Specialist, with reviewing billing reports and processing work orders.
- Conducts research and studies of work procedures/operating methods and prepares reports and recommendations for solutions and/or causes of action.
- Performs all other related duties as assigned.
Minimum Qualifications
Required:
- Associates Degree from an accredited college or institution in Accounting, Business Management, or a related field.
- Two years experience in accounting, auditing or a related field.
- Proficiency and knowledge of computerized accounting/billing systems and procedures, spreadsheets and word processing, preferably MS Office.
OR
An equivalent combination of education, experience, certification and/or licenses sufficient to successfully perform the essential functions of the job.
Preferred:
- Experience in Utility Billing.
- Experience evaluating complex data and preparing management level financial reports.
- Advanced level computer experience with additional software applications.
Other Qualifications
Knowledge of billing processes. Knowledge of word processing and database/spreadsheet programs, general administrative procedures, techniques, computerized billing systems, equipment and standard office techniques. Ability to work independently with minimal supervision; communicate effectively in written and verbal form; read and interpret procedures, contracts, and agreements; be entrusted with confidential information; organize work; prioritize tasks and meet deadlines. Ability to get along appropriately with co-workers and the public.
Attendance is an essential function of this position. The City reserves the right to require an employee in this position to work overtime. This position provides services or performs duties for the benefit of the general public during emergency situations. These may include services or duties different from those performed in the usual course and scope of your job. In the event of an evacuation, the incumbent in this position may be required to remain to perform needed services.
