About the Department

The City of Cedar Rapids is currently accepting applications for the position of Animal Control Officer (ACO). This position assists in assuring that the City will be free from animals at large creating hazards of public health, public safety or public order; for protecting animals from neglect or mistreatment. The Animal Control Officer (ACO) must have strong written and verbal communication skills, be self-motivated but a team player and take initiative. The Animal Control Officer (ACO) should be task and detail oriented with excellent organizational skills.

About the Position 

Assists in assuring that the City will be free from animals at large creating hazards of public health, public safety or public order. Responsible for the overall care of animals within the shelter.


Position Duties

Job Duties and Responsibilities

  • Investigates animal control and cruelty complaints
  • Assists the public in resolving animal control problems
  • Advises general public of applicable animal control ordinances and issues citations as necessary
  • Appears at contested court hearings to present evidence and testimony
  • Patrols and impounds animals at large; picks up sick, injured or dead domestic animals from streets and roadways
  • Responds to citizens and law enforcement when animals are involved
  • Maintains work records and reports on investigations
  • Performs emergency euthanasia for injured animals in the field when necessary, and assists with euthanasia at the shelter
  • Thorough cleaning and disinfection of all areas of the shelter
  • Observance of animal appearance and activity for general physical condition, obvious signs of illness, disease, injury or neglect
  • Public assistance with adoptions, reclaims and surrenders
  • Participates in emergency on-call rotations
  • Administering of necessary vaccinations, medicine, and/or prescribed treatments as required
  • Enforces and monitors animal quarantines to ensure compliance
  • Participates in regular or special training and education programs to gain new ideas and information leading to greater efficiency, effectiveness and performance of duties
  • Maintains regular and consistent attendance at work
  • Performs related work as required

Minimum Qualifications

Required Education and Experience

  • High School Diploma (or GED equivalent) and
  • One year of experience in animal control operations, enforcement activities, kennel operations and monitoring animal behavior
  • Ability to communicate effectively  
  • Ability to work collaboratively with diverse populations
Required Licenses or Certifications
  • Valid Driver’s License
  • Obtain Euthanasia Certification within one year date of hire
  • Must be able to obtain National crime Information Center (NCIC) within six months from date of hire
  • Must successfully complete NCIC background check.
Other Required Qualifications
  • National Animal Control Officer Certification (preferred but not required)

Other Qualifications

Work Schedule

  • Sunday-Thursday 0800-1600 or 1300-2100 OR Tuesday-Saturday 0800-1600 or 1300-2100 with the understanding that the days/hours may change to a 4/10 schedule (Sunday-Wednesday or Wednesday-Saturday 0800-1800 or 1100-2100).
