The Prince George’s County Office of Management and Budget is currently seeking qualified applicants to fill a Budget Management Analyst III, grade G24 position, in Unit B.


About the Position

This is a senior-level professional and administrative staff work position. Assisting with conducting detailed analyses and providing recommendations concerning moderately complex County Government or other County Agency operating and capital budgets; performing moderately complex special issue and project management assignments; and/or performing program evaluation and management analysis assignments.  Employees in this class are primarily tasked with communicating and collaborating with other employees and supervisors in the Office of Management and Budget (OMB) and Budget Management Liaisons within assigned Departments/Agencies. The purpose of this collaboration is to advise, persuade, negotiate, or otherwise present analyses and recommendations about issues that have significant impact on the operating and capital budget formulation, administration, and stakeholder decision-making. These analyses and recommendations have either political, legal, fiscal, social, environmental, tax rate, or service delivery implications. The incumbent treats all work and personnel-related matters as strictly confidential. Confidential information may not be discussed with other County employees (including individuals in the OMB) except for work-related reasons, under the terms and conditions of the Maryland Public Information Act. The incumbent exercises the best practical and professional judgment to accomplish targeted key results aligned with established goals, objectives, and priorities. The incumbent in this position must be available to work on evenings or weekends to ensure that the County’s budget is prepared and ready for submission, as required by the Director and/or her designee. Due to the nature of the duties and responsibilities of this position, it is considered “essential”. Essential employees may be required to report to their designated work location to ensure the essential functions and operations are continued when the County is closed due to inclement weather or hazardous conditions.  

About the Agency

The Office of Management and Budget supervises the County budget and provides expert guidance to agencies and administration on County fiscal policies, management analysis, and legislative and regulatory affairs. 

Position Duties

  • Provide thorough reviews of annual year funding requests of assigned agencies.

  • Knowledge of governmental budgeting methods, annual OMB budgetary guidance, the SAP financial system, and relevant modules.

  • Review of funding requests are completed thoroughly to make reasonable inferences or draw accurate conclusions from the data analyzed.

  • Lead group efforts in producing, reviewing and editing of all the Proposed and Approved Budget documents.

  • Attend and participate in County Council committee meetings for review of the proposed budget.

  • Lead in the development, instruction and implementation of budget training tools/materials for internal and external customers.

  • Evaluate proposed measures to alleviate budget gaps, such as furloughs, layoffs or new revenue streams.

  • Ensure all budget appropriations and modifications are processed and appropriately reflected in the County’s financial system.

  • Monitor spending for fiscal compliance with the approved operating, grant and capital budgets.

  • Lead assigned or team efforts regarding management reviews, organizational studies, performance measures and special projects.

  • Complete the review of agency requests for interim/supplemental appropriation for assigned agencies.

  • Prepare detailed fiscal impact analysis for both County and State legislation as required.

  • Attend required committee meetings for County Council.

Minimum Qualifications

  • Bachelor's degree from an accredited college or university in Accounting, Business/Public Management, Finance, Economics, Quantitative Analyses, or closely related field.
  • Two (2) years of progressively responsible administrative and budgeting experience. 

Any equivalent combination of relevant training, education and experience may also be considered. 


Preferred Qualifications

  • Grant management and metrics analysis knowledge.

  • Good analytical, communication and presentation skills.

  • Previous experience working in the government sector.

  • Must be able to work with the public and provide quality service.

  • Detailed-oriented.

  • Experience preparing budgets for governmental departments, divisions and sections.

  • Knowledge of SAP (System, Applications, and Products), Microsoft Excel and Microsoft Access programs.

  • Knowledge of MS office applications.
