The salary range for level II is $1,848.80 - $2,476.80 biweekly ($23.11 - $30.96 per hour).

DEFINITION
Under immediate or general supervision, performs a variety of responsible technical human resources support functions including preparing, maintaining, and processing the County’s payroll and assisting in administering benefits programs; prepares, maintains, and distributes a variety of payroll, benefits, and human resources records and reports; and performs related duties as assigned.
SUPERVISION RECEIVED AND EXERCISED
Receives immediate (Human Resources Technician I) or general (Human Resources Technician II) supervision from assigned supervisory or management personnel. Exercises no direct supervision over staff.
CLASS CHARACTERISTICS
Human Resources Technician I: This is the entry-level classification in the human resources technician series. Initially under close supervision, incumbents learn and perform routine duties in support of payroll, benefits, and human resources functions. As experience is gained, assignments become more varied, complex, and difficult; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the II-level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.
Human Resources Technician II: This is the journey-level classification in the Human Resources Technician series. Positions at this level are distinguished from the I-level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the Senior Human Resources Technician in that the latter performs the more complex work assigned to the series, such as administering leave programs, compiling and preparing payroll, leave, and benefits reports, and/or providing technical and functional direction and training to department human resources and payroll representatives.
Positions in the Human Resources Technician classification series are flexibly staffed; positions at the II- level may be filled by advancement from the I-level; progression to the next level in the series is dependent on (i) management affirmation that the position is performing the full range of duties assigned to the classification; (ii) satisfactory work performance; (iii) the incumbent meeting the minimum qualifications for the classification including any licenses and certifications; and (iv) management approval for progression to the next level in the class series.
Position Duties
EXAMPLES OF TYPICAL JOB FUNCTIONS

- Receives, reviews, verifies, and processes time reporting, personnel transaction, benefits, and related human resources documents to prepare payroll for the County and external agencies; audits such documents for completeness, accuracy, and compliance with rules and regulations; audits leave usage; calculates estimated gross pay, deductions and withholdings, and net pay; reviews payroll reports and makes adjustments and corrections as necessary; issues paychecks, garnishment checks, and supplemental checks; prepares and issues required notifications and forms to employees.
- Conducts orientations for newly hired employees and explains County’s multi-tiered benefits program; assists in enrolling employees into the benefits program; reviews and verifies supporting documentation; responds to employee and retiree questions.
- Interfaces with insurance vendors and representatives and processes vendor payments.
- Tracks and reconciles journal entries; reviews general ledger entries to reconcile and audit various accounts.
- Participates in internal and external recruitment, testing, and selection processes, including preparing outreach material, screening applications, preparing interview materials and packets, scheduling and coordinating interviews and written performance tests, proctoring examinations, and sending out notifications.
- Assists in supporting various human resources programs, projects, and events such as performance management, training and development, employee recognition, and employee and labor relations; integrates assigned activities with other human resources programs and services.
- Assists departments and employees by providing payroll, benefits, and human resources information, explaining policies and procedures, and answering labor contract questions.
- Maintains a variety of databases, files, and records related to the County's payroll, benefits, and human resources programs; reconciles transactions and data as directed; records changes and resolves differences; prepares and distributes a variety of records and reports; maintains the accuracy of payroll, benefits, and human resources records and reports.
- Receives and screens visitors, telephone calls, and emails, providing a high level of customer service to both external and internal customers; provides information to County employees, applicants, vendors, and the public, requiring the use of judgment and the interpretation of human resources policies and procedures and legal requirements.
- Performs other related duties as assigned.
Minimum Qualifications
Knowledge of:
- Fundamental principles and practices of public sector human resources administration including benefits administration, recruitment, testing, and selection, and related human resources programs.
- Techniques and methods for processing and maintaining payroll.
- Methods and techniques of auditing and recording payroll, benefits, and personnel transactions.
- Payroll and benefits reporting and payment requirements of state and federal agencies and benefit vendors.
- Applicable federal, state, and local laws, codes, rules, regulations, and standards and County and department policies and procedures, related to the processing and recording of payroll, personnel, and benefits transactions including the County’s various Union Memoranda of Understanding (MOU) and related contracts and documents.
- Basic mathematic and statistical techniques.
- Principles and procedures of record-keeping and preparation of reports and correspondence.
- Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and County staff.
- The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.
- Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers, databases, and software programs relevant to work performed.
Ability To:
- Interpret, apply, explain, and ensure compliance with all pertinent laws, codes, regulations, policies and procedures, and standards relevant to payroll processing, benefits administration, human resources record-keeping functions, and implementation of the County’s various MOUs and related contracts and documents.
- Learn and understand the organization and operation of the County and functional responsibilities of County departments.
- Review and audit payroll, benefits, and other human resources records and related supporting documentation for completeness and accuracy.
- Review, calculate, balance, reconcile, and maintain accurate and confidential payroll transactions.
- Prepare and maintain clear and accurate human resources records, forms, reports, and related correspondence.
- Make accurate arithmetic and statistical computations.
- Maintain confidentiality of sensitive personal information of employees, former employees, and other matters affecting County human resources programs.
- Establish and maintain a variety of filing, record-keeping, and tracking systems.
- Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments.
- Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
- Effectively use computer systems, software applications relevant to work performed and modern business equipment to perform a variety of work tasks.
- Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Equivalent to completion of the twelfth (12th) grade; and
Human Resources Technician I: One (1) year of human resources, payroll, accounting, fiscal record-keeping, or closely related experience.
Human Resources Technician II: Two (2) years of experience performing increasingly responsible technical human resources or payroll support work for a full-service human resources program at a level equivalent to Human Resources Technician I.
Certifications and Licenses:
- A position in the class may require possession of a valid California Driver’s License

PHYSICAL DEMANDS
- Mobility to work in a standard office setting and use standard office equipment, including a computer; primarily a sedentary office classification although standing in work areas and walking between work areas may be required; occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information; ability to lift, carry, push, and pull materials and objects up to 15 pounds.
- Vision to read printed materials and a computer screen.
- Hearing and speech to communicate in person and over the telephone.
- Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment.
WORKING CONDITIONS
- Office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.
- Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

- Equipment utilized includes personal computer, fax machine, and standard office equipment.
Disaster Service Worker
All Butte County employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker related training as assigned, and to return to work as ordered in the event of an emergency.
