About the Department

This position supervises and coordinates activities associated with receiving, storing, inventorying, issuing and shipping materials, supplies, tools, equipment and parts in Water Distribution/Wastewater Maintenance warehouse and adjacent storage yards. Responsible for overseeing maintenance of warehouse, storage yards and other facilities related to warehouse.   The incumbent works closely with Water Distribution Superintendent, Assistant Superintendents, Supervisors/Foremen, Administrative staff, and Wastewater Maintenance Assistant Superintendents, Supervisors/Foremen and Administrative staff.   This position reports directly to the Field Operations Manager.

The work is considered heavy in nature and involves walking, standing, climbing, balancing, stooping, crouching, crawling, kneeling, reaching, and lifting, pushing or raising objects, exerting between 50 and 75 pounds of force on a recurring basis and over 100 pounds of force on a frequent basis. The work requires the following physical abilities to perform the essential job functions: balancing, kneeling, pulling, pushing, talking, and visual acuity.

Work environment may involve exposure to bright/dim light, dusts and pollen, extreme heat and/or cold, wet or humid conditions, extreme noise levels, vibration, fumes and/or noxious odors, moving machinery, electrical shock, heights, toxic/caustic chemicals; and is dynamic that requires sensitivity to change and responsiveness to changing goals, priorities, and needs. 

Position Duties

  • Plans and supervises layout of warehouse and storage yards considering turnover, size, weight and related factors of items stored or stocked;
  • Utilizes Cityworks Storeroom inventory management system for tracking inventory quantities, reorder points, distribution/assignment, and history of items required for routine operations and maintenance of the City’s water distribution and wastewater maintenance divisions; 
  • Reviews records for accuracy of information and compliance with established City procedures and policies regarding inventory management and produces reports of such as required;
  • Oversees and facilitates all annual inventory, and contracts for Water and Wastewater Maintenance Divisions.
  • Audits and receives on all Water and Wastewater inventory materials.
  • Ensures compliance with all safety regulations/policies/procedures associated with loading and unloading operations of inventoried items;
  • Ensures maintenance of optimal levels of stock for availability and makes recommendations for managing non-usable, slow-moving, and excess stock by analyzing records, history and other data;
  • Safeguards warehouse operations and contents by establishing, monitoring and enforcing adherence to safety and security procedures and protocols;  
  • Maintains physical condition of warehouse and storage yards by planning and implementing new design layouts; inspecting equipment, issuing work orders for repairs and requisitions for replacement; 
  • Completes warehouse operational requirements by scheduling and assigning employees activities;
  • Manage and maintains warehouse staff by recruiting, selecting, orienting, and training employees;
  • Oversees warehouse staff job performance by coaching, counseling, and disciplining employees; planning, monitoring and appraising job performance;
  • Performs general administrative / clerical work as required, including but not limited to preparing reports and correspondence, copying and filing documents, entering and retrieving computer data, conducting and attending meetings, etc.;
  • Attends training, conferences, seminars, meetings, etc., to maintain awareness of changing trends and legislation in the field of community planning and development; and
  • Required to work additional hours, holidays, weekends, nights as needed to accomplish assigned task.
  • Performs other related duties as assigned.

Minimum Qualifications

MINIMUM REQUIREMENTS TO PERFORM WORK: 

  • Associate’s degree in management, civil engineering technology, industrial technology or closely related field preferred
  • Six (6) years of relevant prior experience;
  • Valid South Carolina Class “D” Driver’s License.

Other Qualifications

  • Ability to handle or use machines, tools or equipment requiring brief instruction or experience, such as computers for data entry, fax machines, copiers, telephones or similar equipment; may service office machines, including adding paper and changing toner;
  • Ability to perform using advanced technical, scientific, legal, or mathematical concepts. Ability to implement specific policies, programs, or initiatives of the organization;
  • Ability to resolve problems, determining the issue and creating an individual solution for the issue; and
  • Ability to supervise and coordinate employees to ensure program goals are met.
