Currently the Water Quality Division is seeking a self-driven Water Quality Management Specialist 2 to perform advanced professional and technical level work focusing on water quality management program duties for the Industrial Pretreatment Program and Grease Management Program. The Specialist will need to be a team leader responsible for performing both routine and complex tasks relating to assigned projects under supervisor guidance. Specialists at this level will be expected to perform independently the full range of professional tasks and leading the efforts of lower-level specialists and staff in completion of assignments and projects.

The Water Quality Division manages numerous water quality programs designed to protect the quality of our water and places the highest value on the quality and reliability of our products and services, including compliance with strict regulatory standards. The Industrial Pretreatment Program, the Grease Management Program, Wastewater Regulatory Monitoring and Sampling Program, and the Sanitary Sewer Overflow (SSO) project, assures protection of waterways by controlling wastewater discharge from industry and non-domestic sources to the municipal sewer collection systems and treatment facilities; sampling and monitoring of the wastewater discharge; and sampling and reporting for sanitary sewer overflows.

This position Water Quality Management Specialist 2 position is located at: Logan Station, 1620 Ridge Road., Bldg. A., Largo, FL 33778.
What Will Your Do
- Conduct scheduled and unscheduled Industrial User inspections and delivery of enforcement actions on non-domestic waste users to assure protection of collection system and treatment plants and assure compliance with sewer use ordinance.
- Grease Management Program tasks will involve permitting, enforcement activities, scheduling inspections, administrative, and conducting compliance inspections of food service establishments.
- Industrial water quality monitoring includes the wastewater treatment plant, collections and transmission system and various types of businesses, including the inspection of and delivery of enforcement actions for industrial users.
- Develop draft industrial users permits.
- Provide technical expertise for the development of local limits.
- Provide technical expertise for the development of ordinance revisions.
- Maintain knowledge of existing local, state, or federal rules and regulations.
- Develop and coordinate monitoring and sampling activities for potable water, wastewater, surface water, or groundwater projects to ensure regulatory compliance.
- Initiate enforcement actions for non-compliance with monitoring and sampling requirements or permit conditions.
- Develop sampling schedules for submittal to the Utilities and contract laboratory.
- Perform data review to assure compliance with regulatory and QA/QC requirements for al project related work.
- Recommend corrective actions to resolve customer water quality conditions identified from monitoring, sampling, and lab data.
- Lead preventative maintenance evaluations and assessments.
- Draft reports for regulatory agency submittal.
- Ability to read and understand rules, regulations, ordinances, technical manuals, and guidance.
- Ability to to compose and type e-mails, enforcement letters, standard operating procedures, or budget proposals.
- Ability to to oversee and improve Quality Assurance/Quality Control, Safety, Training, Inventory, or Equipment Maintenance programs.
- Ability to adjust work schedule as needed to support organizational needs of a 24/7 operation.
- Ability to be available for emergency needs 24/7 (disaster situation).
- Perform related work as assigned or required.
What Do You Need?
Experience: Field water quality monitoring.
Degree: Major course work in engineering, environmental, physical, natural or biological science or related field.
- 6+ years’ experience.
- Associate degree and 4 years’ experience as described above.
- Bachelor’s degree and 2 years’ experience as described above.
- Master’s or higher-level degree.
- An equivalent combination of education, training, and/or experience.
- Possession and maintenance of a valid Florida Driver's License.
- Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
Highly Desirable
- Strong technical and analytical aptitude.
- Familiarization with environmental rules and regulations.
- Strong verbal and written communication skills.
- Ability to work in a team environment.
- Ability to lead by example and show a positive attitude.
- Ability to be flexible and adjust to changing work demands.
- Strong computer skills including GIS, work management systems, etc.
- FWPCOA/FIPA Industrial Pretreatment Certification, Class C and/or B.
- FIPA FOG 1 & 2 Certification.
- Master's or higher-level degree in engineering, environmental, physical, natural or biological science or related field.
- State of Florida Class 1 Distribution System Operator's License.
