PERSONNEL TECHNICIAN Human Resource Services

The Superintendent invites qualified and interested persons to apply for the position of Personnel Technician within Human Resource Services.
This title is governed by the New Jersey Civil Service Commission; meaning that a candidate for the position will be placed as a provisional employee. At a later date the candidate will be required to take an examination administered by the Civil Service Commission. Candidates must score and rank high enough on this examination in order to remain in the position as a permanent employee.
DEFINITION: Under direction assists with work involved in varied personnel transactions of the jurisdiction; conducts field investigations on procedures, complaints, grievances, and other personnel matters; does other related duties as required.

QUALIFICATIONS AND REQUIREMENTS Note: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
Five (5) years of technical experience involving personnel work, including position classification, compensation, employee benefits, administration, testing, interviewing, and/or related functions.
OR
Possession of a bachelor's degree from an accredited college or university; and one (1) year of the above-mentioned experience.
OR
Possession of a master's degree in Personnel Administration, Applied Psychology, or other related field from an accredited college or university.
License: Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
BASIC FUNCTIONS AND RESPONSIBILITIES 1. Conducts field investigations on procedures, complaints, grievances, and other personnel matters. 2. Interviews employees and applicants for positions. 3. Prepares reports and correspondence in connection with personnel work. 4. Processes NJ Department of Personnel employee action forms. 5. Prepares salary surveys. 6. Processes Social Security applications. 7. Acts as Social Security liaison and prepares Social Security Quarterly and Supplementary Reports of contributions to the state. 8. Assists employees in pension procedures. 9. Contacts the NJ Department of Personnel for discussion of mutual problems. 10. Prepares job specifications. 11. Interprets NJ Department of Personnel rules and regulations affecting employees. 12. Processes NJ Department of Personnel position certifications. 13. Makes desk audits and other reviews of existing positions and groups of positions to determine the scope and character of duties/responsibilities and existing organization relationships. 14. Maintains records and files. 15. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. 16. Perform other duties and tasks assigned by supervisor.
KNOWLEDGE AND ABILITIES 1. Knowledge of fundamental principles of position classification and their application to specific situations. 2. Knowledge of the laws, rules, and regulations of New Jersey relating to various personnel actions. 3. Knowledge of Social Security regulations and procedures. 4. Ability to organize assigned technical tasks and develop effective work methods. 5. Ability to comprehend and interpret basic law and regulations. 6. Ability to talk with employees and public officials. 7. Ability to prepare detailed correspondence. 8. Ability to prepare clear, sound, accurate, and informative statistical and other reports on personnel transactions and problems containing findings, conclusions, and recommendations. 9. Ability to maintain records and files. 10. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. 11. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. 12.
