The Gist…
We are seeking a seasoned Technical Project Manager who will serve as both program lead and technical advisor for a large-scale DHS program. This role blends strong project management expertise with technical leadership in Agile, DevSecOps, and human-centered system design. You will oversee a multidisciplinary team delivering software development, data engineering, and automation solutions, while also guiding architectural decisions that ensure scalability, resiliency, and mission success.
What Your Day Might Include…
- Oversee execution of the task order, ensuring alignment with scope, budget, and timelines
- Manage project plans, schedules, deliverables, and status reports
- Identify risks and issues, implementing mitigation strategies to ensure success
- Lead stakeholder engagement with DHS ICE and other federal partners
- Lead and mentor a team of developers, data engineers, and analysts
- Foster a collaborative, high-performance team environment
- Conduct regular agile ceremonies (daily stand-ups, sprint planning, retrospectives)
- Serve as the primary point of contact for stakeholders, providing clear communication and progress updates
- Guide architecture for systems using microservices, containers, and domain-driven design patterns
- Leverage DevSecOps practices to ensure system resiliency, reliability, and security
- Oversee cloud architecture and infrastructure, leveraging APIs and automation to manage environments programmatically
- Support systems integration, ETL/batch jobs, configuration management, and database engineering (relational & NoSQL)
- Conduct technical reviews to ensure alignment with mission requirements and compliance standards
- Ensure project deliverables meet stakeholder expectations and federal compliance requirements
- Conduct regular quality assurance reviews and manage change control processes
Requirements
You’ll Bring These Qualifications…
- US Citizenship Required to obtain Public Trust
- DHS Public Trust Preferred
- Bachelor’s degree in Project Management, Business Administration, Information Technology, or a related field.
- Strong experience in Agile environments with proven ability to lead both teams and technical solutions
- PMP (Project Management Professional) certification preferred
- Minimum of 8 years of project management experience, preferably in a government or DHS setting.
- 8+ years of experience in software development, software architecture, APIs, and microservices
- 8+ years with cloud-based enterprise applications, infrastructure, and database engineering (SQL and NoSQL)
- Proven experience managing projects involving data analytics, data engineering, and intelligence automation.
- Demonstrated experience working in an agile environment.
- Strong leadership and team management skills.
- Excellent communication and interpersonal skills.
- Proficiency in project management software and tools.
- Strong problem-solving and decision-making abilities.
- Knowledge of agile methodologies and frameworks.
- Experience working with DHS ICE or similar federal agencies.
- Familiarity with data analytics tools and technologies.
- Understanding of federal contracting and compliance requirements.
- Ability to work in a fast-paced, dynamic environment with tight deadlines.
- Demonstrated ability to lead large-scale federal IT modernization programs
- Strong communication, leadership, and problem-solving skills.
