Delta Dental of Iowa is seeking a Compliance and Legal Consultant to help shape and elevate our Compliance and Privacy Program. As a mid-level professional reporting to the Compliance & Quality Assurance Director, you’ll play a pivotal role in driving regulatory adherence, mitigating legal risk, and promoting operational excellence. You’ll identify and evaluate compliance and privacy risks, implement effective controls, and ensure we’re aligned with laws, regulations, contracts, and internal standards—including those of the Delta Dental Plans Association. This is a highly collaborative role where you’ll work across teams to build a resilient, forward-thinking compliance culture that supports our not-for-profit mission and community-focused values.

Essential Functions and Principal Accountabilities:
- Drive the execution of the Compliance Program and ensure alignment with regulatory and contractual requirements.
- Analyze and interpret federal and state regulations (e.g., HIPAA, ERISA, Affordable Care Act, CMS) and Delta Dental Plan Association requirements, monitor emerging regulatory trends, and translate complex legal requirements into actionable strategies that align with business operations.
- Conduct compliance and legal research and collaborate with legal counsel on contract reviews, risk assessments, and regulatory filings.
- Draft memos, summaries, and compliance guidance documents to communicate complex regulatory concepts clearly.
- Research and respond to compliance-related questions, analyze findings to identify root causes, and translate insights into clear, actionable summaries. Oversee issues and corrective action plans from initiation through resolution.
- Develop, implement, and maintain compliance policies and procedures, conducting regular reviews and updates.
- Develop, revise, and deliver compliance training materials that are relevant, engaging, and aligned with regulatory and contractual requirements.
- Support audits, regulatory exams, and third-party reviews, including overseeing issue tracking, providing consultation on response and corrective action plan design, and ensuring adequate resolution.
- Ensure adherence to regulatory and contractual requirements, including the HIPAA Privacy Rule, through ongoing compliance assessments.
- Support corporate governance activities, including conflict of interest reviews and board reporting.
- Act as a subject matter expert and liaison between legal/compliance and operational teams, collaborating across business areas to evaluate practices, identify potential compliance risks, and proactively address gaps.
- Ability to maintain confidentiality and navigate sensitive matters related to organization, employee and senior leadership situations.

Requirements
Required
- Bachelor’s degree in business, healthcare, or related area of study required.
- Minimum 5 years’ healthcare compliance, privacy, or regulatory experience; or 3 years’ experience practicing law.
- Working knowledge of federal and state healthcare regulations, including HIPAA, HITECH, ERISA, the False Claims Act, the Anti-Kickback Statute, Medicare Advantage, Medicaid, and CMS requirements. Ability to research, understand and apply regulatory requirements to provide practical compliance solutions.
- Understanding of effective compliance program principles, concepts, practices, and standards; experience developing new concepts, techniques, standards and programs to support an organization’s compliance priorities.
- Demonstrated ability to apply critical thinking skills and problem solve through highly complex situations.
- Enhanced organizational skills with the ability to effectively work on multiple projects simultaneously. Proven project management and process improvement skills.
- Ability to analyze, research, interpret and apply complex regulations to support practical, business-aligned compliance solutions.
- Self-motivated and adaptable, with the ability to work independently and exercise sound judgment in areas of regulatory ambiguity.
- Strong written and verbal communication skills, with the ability to collaborate effectively across teams and with external stakeholders.
- Organized and detail-oriented, with the ability to manage multiple priorities and meet deadlines in a dynamic environment.
- Proficient in Microsoft Word and Excel.
Preferred
- Advanced degrees including Master’s or Juris Doctor.
- 4+ years of experience interpreting healthcare regulations and converting them into compliant policies, procedures, and training.
- Certification in Healthcare Privacy Compliance (CHPC) or Healthcare Compliance (CHC).
