About the Department

The Office of Budget and Finance is seeking an experienced IT Business Analyst III to lead analysis of point-of-sale initiatives, lead deployments and provide support for the point-of-sale solutions. This position will work closely with various stakeholders, including multiple lines of business, APEX, IT, and vendors to gather requirements and ensure smooth software implementations and upgrades. The position will also ensure process and documentation standards are in place and followed. 


Location and hours:
This position is hybrid and will be performed both on-site at the 625 Building, 625 4th Avenue South, Minneapolis, MN 55415, and remote as job duties require. Work hours will be Monday through Thursday, between 8 a.m. – 4:30 p.m., with flexibility. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. 
 


About the position type:
This is a part-time, benefit-earning position (64 hours in a two-week pay period)You must be a current regular or probationary employee of Hennepin County's Office of Budget & Finance to apply for this position. Limited duration employees not eligible.

At this time, employees may be eligible to receive an additional cash merit of up to $2,738.95 that can be earned annually based on performance.

In this position, you will:

  • Act as a liaison between line of business users, APEX and IT teams, and vendors.
  • Work with multiple lines of business to plan point-of-sale projects and facilitate sessions to gather user requirements. 
  • Translate business requirements into detailed functional specifications. 
  • Collaborate and communicate effectively with entire project team to solidify understanding of the requirements and ensure their realization throughout the project life cycle. 
  • Lead efforts to document and evaluate work processes for the point-of-sale support team and business partners. 
  • Work with subject matter experts to create business process models and information models, such as use cases and data flow diagrams.
  • Manage the point-of-sale projects, create and maintain project documentation, and ensure project compliance with internal or relevant external policies and procedures.
  • Work with business teams to develop training strategies; provide support during implementation.
  • Mentor other IT Business Analysts and act as a lead on large projects.
Need to have:
  • One of the following:
    • Five years or more of technology experience.
    • Completion of an approved IT Hennepin County internship or completion of five or more college/vocational technology courses and two years or more of technology experience.
    • Two-year college/vocational technical degree in a technology field or an approved IT certificate and two years or more of technology experience.
    • Bachelor's degree in a technology field and two years or more of information technology experience.
    • Master's degree or higher in information technology.
Nice to have:    
  • Two or more years of experience:
    • With point-of-sale implementation. 
    • As an IT Business Analyst leading and implementing third party software across multiple departments.
    • Leading teams; coaching or providing direction to other team members.
  • Knowledge of: 
    • Business processes and a configuring point-of-sale system.
    • Formal business analyst methodology.
  • Effective verbal and written communication skills.
