The Neighborhoods Department is actively seeking a Compliance Analyst.

This is professional work monitoring the long-term affordability of multi-family and single-family projects in accordance with federal, state, and local regulations.  Contact with others require skills in understanding and/or influencing people and are important in providing client services, including skills of persuasiveness, assertiveness, and sensitivity to others point of view that are required to influence behavior, change an opinion, or turn a situation around.   The work is standardized in that tasks are covered by diversified procedures, because of changing priorities or different situations, employees have the latitude to consider which of the many procedures or standards should be followed and in what sequence.  The work involves differing situations requiring use of judgment in search for solutions or new applications within ones’ known experience.  The work is performed in an office environment, but occasional field work is also required.   Operates standard office equipment such as personal computer.  Physical demands are minimal but may occasionally be required lifting and moving light objects. The work is performed under limited supervision where the work assignments are subject to established procedures, practices, techniques, and/or policies, and the employee plans and organizes the work, determines their own priorities, and the work is reviewed, usually after the fact, in terms of quality, volume, timeliness, and adherence to established procedures and policies. 

Position Duties

  • Performs and verifies tenant income calculations for rental properties.
  • Reviews and analyzes project operating statements.
  • Analyzes, interprets, and applies Federal and State regulations, ensures insurance policies are adequate and in place,  researches tax databases to determine if taxes are current and remain so and coordinates physical inspections with inspectors for long-term Affordability Monitoring.   
  • Assists in the evaluation and investigation of internal file audits. 
  • Researches JEA and Tax Collector’s databases to determine occupancy and tax status of borrowers.
  • Verifies and reviews subrecipients and applicant files for completeness and conformance with regulations and compliance with policies and contract compliance on a scheduled basis.
  • Operates standard office equipment such as personal computers using word, spreadsheet, database, and other related software, copiers/printers/scanners, fax machines and calculators.
  • Demonstrates proficiency in the City of Jacksonville’s competencies.
  • Performs related work as required.

Minimum Qualifications

  • Knowledge of contract administration practices and principles.
  • Knowledge of federal, state, and local housing regulations.
  • Skills in researching, analyzing, interpreting, and applying federal, state, and local laws, rules, and regulations.
  • Ability to organize data collection and analysis.
  • Ability to perform mathematical calculations.
  • Ability to establish, maintain, and foster effective working relationships.  Ability to communicate effectively verbally and in writing.
  • Ability to organize and prioritize various projects and tasks in an effective and timely manner; self-start, set priorities, and meet time sensitive deadlines.
  • Ability to operate standard office equipment such as personal computer using word, spreadsheet, database, and other related software, copiers/printers/scanners, fax machines, and calculators.
  • Ability to operate a motor vehicle.

Other Qualifications

  • Six (6) years of education and/or experience in contracts and/or closely related field which includes 
  • At least two (2) years of administrative, professional, or technical experience in contracts, research, and program evaluation.
LICENSING/CERTIFICATION/REGISTRATION:  
  • A valid driver's license depending on assignment may be required and must be maintained. 
  • Must qualify for prior to appointment, obtain, and maintain during employment in this class a City of Jacksonville certification as a public driver.
OTHER REQUIREMENTS:  
  • The probationary period for this class is six months.
