The City of Steamboat Springs is hiring an Applications Analyst to join their team!
GENERAL PURPOSE
The Applications Analyst is responsible for the implementation, configuration, support, and optimization of the city’s third-party enterprise software systems. This position serves as a subject matter expert across the organization, collaborating with vendors, IT team members, and internal departments to ensure applications and workflows align with business needs and are used effectively. The ideal candidate is a self-starter who is comfortable learning new applications, solving problems, and improving processes.

Supervises vendors and contractors, assists other IT staff, and provides guidance to business stakeholders.
Position Duties
Supports the implementation of business-requested changes by configuring systems, testing functionality, and ensuring solutions work as expected.
Conducts research into C.O.T.S. (Commercial off the shelf software) systems, products, and services in support of evaluation and implementation efforts that enhance the city’s existing software environment.
Improves operations by conducting systems analysis, recommending changes in policies and procedures, and identifying opportunities to automate and/or improve efficiency of existing business processes.
Develops knowledge of business unit functions and builds relationships across the organization to understand department needs and translate them into technical requirements to implement solutions that support business operations and strategy.
Manages individual assignments and competing priorities by effectively organizing tasks, tracking project schedules, and completing key deliverables within deadlines, such as system setup, testing, and documentation.
Builds and maintains relationships with vendors and consultants, serving as a liaison between them and internal business stakeholders and ensuring service levels are met.
Evaluates and responds to requests for service and assistance from users and customers as called upon regarding enterprise applications and systems.
Investigates, diagnoses, and resolves application functionality related issues, and provides support and troubleshooting for the city’s enterprise third-party software systems and internally developed workflows.
Analyzes and implements reasonable system configurations and improvements based on user needs and vendor capabilities.
Configures and packages software applications for automated deployment using Microsoft Configuration Manager and Microsoft Intune.
Administers user access and security roles for various software systems, ensuring authorization and provisioning aligns with business policies.
Supports data management activities such as data cleansing, analysis, and reporting to help departments maintain data accuracy and make informed decisions.
Prepares and maintains technical documentation in the form of procedural steps, operations manuals, functional specifications, and/or user guides for new and existing software systems.
Supports one-on-one or group training sessions for new users or new functionality.
Performs other similar duties as assigned.
PERIPHERAL DUTIES
Special Projects or other duties as assigned.
Participates in work group and team meetings, department and service area staff meetings.
Establishes and maintains effective working relationships with other employees and technical vendors.
Resolves escalated Help Desk issues.
Minimum Qualifications
Education and Experience:
Requires a bachelor’s degree in computer science or related field, and
Five (5) years’ experience and current training in computer technology or
Any equivalent combination of relevant education and experience in overseeing the design, development, and implementation of software and hardware solutions, systems, or products.
Necessary Knowledge, Skills and Abilities:
Excellent customer service, interpersonal and communication skills, and ability to build effective working partnerships externally with vendors and internally across department functions.
Demonstrates strong problem-solving skills, a curiosity to learn new systems, and the ability to work independently and collaboratively with business and technical teams.
Extensive experience using COTS, SaaS, and custom applications. Experience with Workday is a plus.
Proficiency in using Microsoft or other development tools, such as SQL Server, PowerShell, or Power Platform.
Experience with performing data analysis and using reporting technologies, such as SSRS, Power BI, and Tableau.
Expert working knowledge of the Microsoft Office Suite, with the ability to effectively use communication platforms, such as email, chat, and video conferencing to collaborate and perform the essential functions of the position.
Familiarity with the ITIL framework.
Demonstrates strong knowledge and understanding of information technology and an eagerness to stay current with its evolving tools, systems, and best practices.
